During phase 1 of consultation, science and technology stakeholders living in metropolitan and regional areas of WA were consulted.
This aspect of the consultation helped to analyse the scientific capabilities of WA in terms of funding, workforce, infrastructure, policy decisions, collaboration, and science branding of the state.
Phase 1 revealed numerous similarities, but also key differences between regional and metro stakeholders' focus areas.
Overall, industry leaders in metropolitan areas aimed to develop complex sciences including medicine, automation and deep technology, and clean energy solutions.
Regional stakeholders, prioritised community development, sustainable utilities management, biodiversity, conservation and natural resource management.
Through these findings the team have identified 10 themes to base The Plan’s vision on.

Phase 2 of the consultation process to support The Plan, involves a new survey gaining insights from those who work in science, research and technology fields or ordinary Western Australians who live and breathe science. In particular:
- Scientists, researchers and businesses working in a STEM field or with a STEM higher education.
- Educators including research institutes, museums and universities.
- Industry and STEM partners.
