The Report presents Energy Policy WA’s finalised recommendations arising from the Retail Electricity Licensing and Exemptions Review. Regulatory improvements have been recommended to deliver protections to customers of businesses providing alternative electricity services, such as behind-the-meter services, including generation and storage.

The Minister for Energy has endorsed the proposed registrations framework outlined in the Report. Energy Policy WA will now proceed with implementation actions, including a request for Government approval to draft the legislative changes required to implement the framework.

A draft behind-the-meter code of practice (draft BTM Code) was also developed as part of the review process. While the draft BTM Code is not open for comment at this time, consultation will occur as the necessary legislative changes are more advanced.
