New framework to support cloud procurement

In collaboration with the Office of Digital Government we have launched a new Amazon Web Services (AWS) Common Use Arrangement (CUA). The AWS CUA leverages the Commonwealth's AWS Whole of Government Agreement that is managed by the Digital Transformation Agency for agencies procuring AWS public cloud services.

All WA state and local government authorities, as well as other approved entities such as universities, can now utilise this robust contractual agreement to access the world’s largest public cloud provider’s services. Agencies should refer to the AWS CUA buyers guide for details of the process to sign up to the CUA.

CUAs harness governments buying power to achieve greater discounts and reduce duplication and administrative costs for agencies. They use well-established terms and conditions to mitigate financial, legal and reputational risk and realise significant savings across state government. They also support providing greater transparency of total state government expenditure on goods and services, including cloud services.

The State’s Digital WA ICT Strategy commits to adopting cloud-based services where they are fit for purpose and deliver value for money. Consumption-based services have the potential to replace costly, redundant, low-scale in-house computing infrastructure and provide more rapid, agile, scalable and cost-effective ICT services. By utilising cloud services agencies will be positioned to deliver higher quality and value for money digital services to the public.

To support agencies in meeting their growing cloud services procurement needs we have released a Cloud Procurement Framework - including the Cloud Procurement Practice Guidelines and Cloud Procurement Strategy Template. This framework will assist agencies in clarifying the procurement pathways to source the different forms of cloud-based services. The Office of Digital Government have also released and updated a number of cloud policies and guidelines to accompany the framework, including the recently released WA Information Classification Policy.
