Multiple roof defects at a City Beach home have led to disciplinary action by the Building Services Board for inadequate oversight by the builder and supervisor.
The Board was told the partnership of Brett Hilton and Tracy Hilton (BC102019, expired), trading as MasterCraft Building and Developments, was contracted in 2022 to replace the home’s tiled roof with metal sheeting.
As the partnership’s nominated supervisor, Brett Hilton (BP102119) was responsible for managing the project.
Inspections later revealed widespread defects including gaps allowing water entry, inadequate tie-downs and other structural issues that could have caused components of the new metal roof to detach during high winds.
The Board fined Brett Hilton and Tracy Hilton $2,000 and issued a caution to Mr Hilton for their failure to properly manage and supervise the building service, as required by WA’s building registration laws.
The Board noted their acceptance of responsibility, remorse and lack of prior building enforcement history.
After a separate mediation at the State Administrative Tribunal, the partnership repaid the homeowner around 80 per cent of the money it had received for the defective building works.
Building Commissioner Phil Payne said the new builder had to remove and replace the original roofing work.
“The building work fell significantly below acceptable industry standards,” Mr Payne said.
“The homeowner no doubt experienced significant stress from water ingress and other issues, including the risk of the roof components lifting off.
“Builders and consumers should be aware of structural considerations when changing a roof cover, such as additional or larger supports for heavier materials like tiles or upgraded tie-downs to secure a lighter metal roof covering.”
