The Building Commissioner is the statutory office of Western Australia’s building regulator, overseeing building services, promoting consistent and accountable practices and strengthening consumer confidence in the building process.
The role is responsible for administering and enforcing legislative and regulatory frameworks, maintaining robust and effective standards and is responsive to emerging industry risks and trends.
The Building Commissioner regulates builders, building surveyors, building engineers and painters, and oversees compliance with legislation and registration requirements through a targeted audit program. The role also provides a dispute resolution process, investigates workmanship and contractual complaints, and offers practical guidance to consumers, industry and local governments.
Through the Building and Energy division, the Commissioner also administers the framework that allows contractors and subcontractors to pursue unpaid invoices and have payment disputes independently adjudicated.
Director of Energy Safety

The Director of Energy Safety is the statutory office of Western Australia’s principal electricity and gas safety regulator, providing strategic oversight of safety regulation and ensuring standards and industry practices remain current, practical and consistently applied.
The role covers electricity and gas safety across production, transmission, distribution and use, including consumer installations and appliances, worker and contractor licensing, appliance controls and inspection regimes.
The Director sets, monitors and enforces electricity and gas safety standards to reduce safety risks, while supporting industry to respond to changing technologies, network conditions and community expectations. This includes prescribing safe work practices and technical requirements for electrical and gas fitting work, and overseeing inspection, audit and compliance activities for workers, contractors, network operators and gas suppliers.
The Director also investigates serious incidents and complaints, taking regulatory, disciplinary or prosecution action where required. Public safety education is a further focus, improving community awareness of the safe use of electricity and gas in the home.
