Energy Policy WA has now published an exposure draft of the Electricity System and Market Rules. The proposed rules would:
Designate Western Power as the distribution system operator (DSO) for networks that it operates.
Establish a framework for third-party aggregators to engage non-contestable electricity customers through Synergy as the parent aggregator for new energy services.
Simplify and clarify technical requirements for new solar and battery systems to support customers and installers to install more and bigger systems.

Stakeholders are invited to provide feedback on the proposals before 5:00pm (AWST) Thursday, 20 November 2025 by submitting comments to EPWA-Submissions@deed.wa.gov.au
We have also published two fact sheets about the proposed changes for individual consumers and solar installers/retailers. These fact sheets include more information about what we propose to change to encourage ongoing uptake of rooftop solar and batteries and why changes are necessary.
