Resources Online – user testing sessions in May

We are seeking industry participants to test our new Resources Online portal.

The Department of Mines, Petroleum and Exploration (DMPE) is currently progressing development of its Resources Online system, which was introduced as a new digital solution to improve the efficiency of environmental applications under the Mining Act 1978 and State petroleum legislation.

The new platform will ultimately replace the current Environmental Assessment and Regulatory System (EARS) with a consolidated solution that provides a single user portal.

The department is currently focusing on Release 3, which includes Environment Plan lodgement and lodgement of Native Vegetation Clearing Permits for mineral and petroleum activities within Resources Online. 

From 9 June 2026, online submissions will need to be completed using the Resources Online Portal. Please refer to the Resources Online web page for updates.

As part of the development, DMPE has scheduled a user testing program from 9am to noon at 1 Adelaide Terrace East Perth:

  • For Environment Plans this will occur in the week of 4 – 8 May.
  • For Native Vegetation Clearing Permit lodgement this will occur in the week of 18 – 22 May.

DMPE is inviting industry participants who are interested in being a part of this user testing to provide their nominations and preferred dates to REC.Consultation@dmpe.wa.gov.au by Monday 20 April.

Release 3 – In progress delivery estimation: 9 June 2026
Both an Environment Plan (EP) and an Oil Spill Contingency Plan (OSCP) can be lodged online via the Environmental Assessment and Regulatory System (EARS Online) until 4 June 2026. From 9 June 2026, online submissions will need to be completed using the Resources Online Portal.

Native Vegetation Clearing Permits (Mineral and petroleum activities) (NVCP) can be lodged via DMPE’s Departmental Submissions portal until 4 June 2026. From 9 June 2026, online submissions will need to be completed using the Resources Online Portal.

Note: From 5 June to 8 June 2026, proponents will be unable to submit EP, OSCP or NVCP applications online.
