Please take note of the important reporting deadlines approaching next month for RTOs to submit their 2024-25 Annual Declarations and for all WA course owners to submit their Accredited Course Owner surveys by 30 September 2025.
As the Council continues to prepare for the commencement of the Registration Standards 2025 (2025 Standards), we encourage RTOs to take advantage of some of the upcoming events planned in September and stay engaged with the TAC Education Program, explore the Fact Sheets, and attend webinars — all designed to help RTOs transition to the 2025 Standards.

This webinar will explore how Outcome Standards 1.3 to 1.6 elevates expectations in assessment quality, consistency, and validation.
The Outcome Standards 1.3 to 1.6 require RTOs to ensure assessments are valid, reliable, fair, and aligned with current industry needs. They also place a renewed emphasis on ongoing validation and supporting students through Recognition of Prior Learning (RPL).

This Fact Sheet explores the idea of industry, employer and community engagement approaches to ensure that training and assessment is relevant, fit for purpose and reflects current industry practice.
Focus on Quality Article: Industry Employer and Community Engagement
Under the Registration Standards 2025 (2025 Standards) RTOs are required to demonstrate that their training is informed by current industry practices and community needs. Specifically, Outcome Standard 1.2 requires RTOs to engage with industry, employers, and community representatives to ensure that training products are relevant, current, and aligned with workforce expectations.
Effective engagement begins with identifying a diverse range of stakeholders who can contribute valuable insights into the design, delivery, and assessment of training products. These stakeholders may include industry experts, employers, professional associations, and community representatives. The goal is to ensure that training reflects real-world practices and prepares learners for meaningful employment outcomes.
A strategic approach to stakeholder engagement involves more than just consultation. It requires a deliberate process of analysis to determine who should be involved, what expertise they bring, and how their input can be integrated into training decisions. This includes assessing stakeholders’ relevance, availability, and willingness to participate in ongoing dialogue.
Engagement methods can vary depending on the context and needs of the training provider. Common approaches include surveys, interviews, focus groups, advisory panels, and collaborative meetings. These interactions should be structured to elicit feedback on training content, delivery modes, and assessment strategies, ensuring that they remain responsive to industry developments and learner expectations.
The impact of stakeholder engagement is measured through three aspects of Outcome Standard 1.2 - the identification of appropriate stakeholders, the effectiveness of feedback mechanisms, and the application of insights to improve training outcomes. This means that RTOs must demonstrate that they have not only sought input but have used it to inform decisions and enhance the learner experience.
Ultimately, stakeholder engagement fosters a culture of continuous improvement. It strengthens the credibility of training programs, builds trust with industry and community partners, and ensures that learners graduate with skills that are valued in the workplace. By embedding engagement into their operational practices, RTOs can deliver education that is both high-quality and future-focused.

Reporting Reminders
Annual Declaration - due 30 September 2025
The Council’s Annual Declaration on Compliance for the 2024/2025 financial year is now open. RTOs have until 30 September 2025 to submit the declaration.

Accredited Course Owner Survey - due 30 September 2025
The Accredited Course Owner Survey for courses accredited by the Council is now open. The purpose of this short survey is to confirm that accredited courses are being monitored and evaluated during the accreditation period as per the Course Owner’s accreditation course documents. This ensures courses remain current and relevant throughout the period of accreditation.

Industry Training Council (ITC) Network Guide Strategic Plan
The Industry Training Council's (ITC) Network Strategic Plan seeks to align the work of the eight ITCs in line with the priorities and initiatives in the State Training Plan and the Department of Training and Workforce Development’s (DTWD) Strategic Plan. This Strategic Plan further supports a collaborative working relationship between the ITCs, DTWD and the State Training Board.

VETNet decommissioned
As part of the National Training Register Enhancement Project, the external VETNet document repository has now been decommissioned.
Companion Volume Implementation Guides (CVIGs) can now be accessed directly from training.gov.au via the existing training package and training package products pages using both the "Download" button and the link at the bottom of the "Summary" tab.
Consultation on the Australian Apprenticeships Priority List
The Australian Apprenticeship Priority List (the Priority List) identifies occupations eligible for apprenticeship incentives provided by the Australian Government. The Commonwealth Department of Employment and Workplace Relations (DEWR), is engaging with the public to gather their views on possible options for the new Priority List methodology.
