Change of name from WEM Rules to ESM Rules

Since this web page was published, the Wholesale Electricity Market (WEM) Rules have been renamed the Electricity System and Market (ESM) Rules, and the Electricity Industry (Wholesale Electricity Market) Regulations 2004 (WEM Regulations) have been renamed the Electricity Industry (Electricity System and Market) Regulations 2004 (ESM Regulations). Changes have not been made to this web page to reflect this updated name.

The Minister for Energy has made the Wholesale Electricity Market Amendment (Cost Allocation Reform) Rules 2024 to:

  • introduce specific Transitional Provisions to facilitate the operation of the Commonwealth’s Capacity Investment Scheme in the Wholesale Electricity Market;
  • provide transitional exemptions for aggregated Demand Side Programmes (DSPs) to facilitate the participation of DSP aggregators in the Reserve Capacity Mechanism;
  • implement amendments to the Relevant Level Methodology (Appendix 9) to ensure that AEMO is able to certify and assign Capacity Credits to Intermittent Generators in the 2024 Reserve Capacity Cycle; and
  • implement the outcomes of the Cost Allocation Review, which include changes to the methods used to allocate the costs of Regulation services and the Contingency Reserve Lower service.

Notice of the amendments was published in the Government Gazette on Friday 7 June 2024.
