On 11 February 2004, the Attorney General appointed Mr Robert Edel as the Presiding Member of the Western Australian Gas Review Board to hear and determine an application brought by Western Power Corporation to review a decision of the then Gas Access Regulator relating to the access arrangement for the Dampier to Bunbury Natural Gas Pipeline (Appeal number 3/2004).
On 12 March 2004, Mr Edel announced the appointment of Dr Frank Harman and Mr Max Kimber to the Gas Review Board. On 21 May 2004, Mr Edel announced the resignation of Mr Max Kimber. On 4 June 2004, Mr Ted Woodley was appointed to replace Mr Max Kimber, thus ensuring that the determination schedule for the appeal process would not be impacted.
