Reserves Bill 2023

The State Government has introduced an omnibus Bill to amend Class A and other conservation reserves across Western Australia.

Parliament’s consideration of changes proposed under the Reserves Bill 2023 is being progressed to expedite urgently required amendments to seven (7) reserves that will: 

  • Upgrade Mount Manning Conservation Park to a Class A national park as the next stage of establishing the Helena and Aurora Ranges National Park.
  • Excise approximately 10 hectares from the Neerabup National Park to progress the Catalina Estate residential development, unlocking more land for new housing in the northern corridor.
  • Revoke the class A status of Recreation Reserve 24591 and change its purpose to "Yamatji Social Cultural and/ or Economic Benefit", to enable the transfer of this land to the Bundi Yamatji Aboriginal Corporation, as part of the Yamatji Nation Agreement settlement.
  • Change Class A Reserve 39820, part of Lane Poole Reserve in the Perth Hills, from a conservation park to national park.
  • Remove an area from the Leda Nature Reserve (Class A Reserve 33581), which overlaps with the Perth to Mandurah rail line, to add the excised area to the adjoining rail reserve under management of the Public Transport Authority.
  • Excise an area of Class A conservation Reserve 49730 extending across part of the existing and proposed Dampier to Bunbury Natural Gas Pipeline corridor.
  • Excise an area of Class A Conservation Reserve 10003 to address previous encroachment and secure future expansion of a landfill site in the vicinity of the Mount Barker township.

The Bill will enable the State Government to protect important conservation and recreational areas while delivering on important land supply opportunities.

Plan for Our Parks – Expansion of Helena and Aurora Ranges National Park 

The Reserves Bill 2023 will enable 145,000 hectares to be added to the Helena and Aurora Ranges National Park.

The protection of the Helena and Aurora Ranges is a strategic priority under the Plan for Our Parks initiative which aims to add five million hectares to the State’s conservation estate.
