Elaine joined the Department in 2023 and has almost 19 years of experience in Western Australia's public sector. Her previous roles include executive roles at the WA Department of Communities and the Mental Health Commission. She has also held senior roles in the WA Departments of Finance, Premier and Cabinet, and Treasury.
Under Elaine's leadership, the Service Service Resource Management directorate is responsible for the planning, formation and management of contracts with, or grants to, external stakeholders who provide training and related services via the Vocational Education and Training Act 1996. The directorate builds and maintains training infrastructure and leasing arrangements to support TAFE training delivery statewide, and also manages the operations of Muresk Institute as a centre specialising in agricultural education.
