Dr Ross Kelly is the Executive Director, Policy, Planning and Innovation at the Department of Training and Workforce Development.
Ross has over 20 years of workforce development and planning expertise in Government, including senior roles in VET policy, with a strong focus on replacement demand models, training funding, and policy reform across the Western Australian and Victorian public sector. Ross represents WA on the Skills Senior Officials Network, influencing the national reform agenda, and has led significant initiatives, including negotiating the State’s National Skills Agreement and supporting the establishment of the Clean Energy Skills National Centre of Excellence and the Defence Industry Skills Centre of Excellence, of which he is an Advisory Board member.
Ross is a labour market economist, with publications on technological change and impact on skills, intra-urban differences in youth employment outcomes and the role of neighbourhoods and families, labour market disadvantage, and co-authored university textbook on the Economics of the Australian Labour Market.
