The APP Practice Guide helps WA Government agencies meet targets set out in the APP.

The APP mandates progressive targets for the award of WA Government contracts to Aboriginal businesses and, effective 1 December 2023, Aboriginal Community Controlled Organisations (ACCOs) and applies to all contracts valued at $50,000 and above (including GST and all extension options). The targets apply to all WA Government agencies when purchasing goods, services, community services and works. Government Trading Enterprises have also been invited to apply the targets.

From 1 January 2022, Aboriginal participation requirements will also apply to suppliers on certain government contracts, which will need to meet an Aboriginal employment target or an Aboriginal business subcontracting target. Information provided in this guide will assist agencies to implement these requirements in applicable contracts.

An Aboriginal participation model clause that can be adapted for applicable works tenders is available below. Applicable community services and goods and services procurement templates have been updated and are available on WA.gov.au.
