Gazettal of energy sector governance reforms

Changes to Western Australia's energy sector governance arrangements have now been gazetted and will commence from 1 July 2021.

A Consultation Response paper has been prepared outlining changes made as a result of industry feedback.

The Western Australian energy sector is currently experiencing unprecedented change. New technologies and business models are rapidly displacing the traditional means of producing and consuming energy, re-shaping every aspect of the sector.

In addition to the substantial work being undertaken by the Energy Transformation Taskforce, on 12 October 2020 the WA Government announced improvements to the energy sector governance arrangements to ensure efficient outcomes that can keep pace with the evolution of the sector.

The changes seek to rationalise and clarify governance roles to reduce existing overlaps and address ongoing gaps.  These changes will also make better use of the different skills across the governance bodies by clarifying their focus.

Stakeholders were invited to provide feedback on the draft rules and drafting instructions for regulations, with submissions closing on 11 December 2020.

On 22 January 2021, the Minister for Energy announced the gazettal of the rules and regulations package, which will commence from 1 July 2021.

The package includes amendments to the Wholesale Electricity Market (WEM) Regulations, Gas Services Information (GSI) Regulations, the abolition of the Rule Change Panel Regulations, and amendments to the WEM Rules and GSI Rules.
