In accordance with Part 2, Division 2, Section 14 (c)(vi) of the Planning and Development Act 2005, the Position Statement Purpose-built student accommodation was published and came into operation on 30 March 2026.

This Position Statement outlines how purpose-built student accommodation (PBSA) should be considered and assessed in the Western Australian planning system.

It provides interim guidance to support the delivery of multi-storey PBSA while longer‑term amendments to the State planning framework are investigated. 

The Position Statement aims to:

  1. elevate consideration of multi-storey PBSA in strategic planning.
  2. ensure multi-storey PBSA are appropriately located, high-quality, respond to local character (current and future) and are designed to deliver safe and functional living environments that actively support student health and wellbeing.
  3. provide clear, outcomes-based planning guidance for decision-makers by identifying the desired design quality outcomes to ensure consistent and efficient assessment of multi-storey PBSA proposals.
