The Procurement Capability Matrix (PCM) provides a consistent, sector-wide reference point for describing skills, behaviours and experience at different role levels, supporting capability uplift, workforce planning and professional development.
Procurement Capability Matrix
Defines the skills, behaviours and experience expected across procurement and contract management roles at different levels of capability.
The PCM supports consistent understanding of what capability looks like in practice, while allowing agencies to apply the PCM proportionately based on role scope, organisational context and procurement complexity.
How the PCM is used
The PCM supports agencies and practitioners to:
- assess current procurement and contract management capability
- identify development priorities and capability gaps
- support workforce and succession planning
- inform recruitment, role design and classification
- guide professional development and performance discussions.
The PCM can be used as both a self-assessment tool and a reference point for people leaders and agencies.
How this fits with other capability tools
The PCM sits within the broader professionalisation framework by:
- underpinning the Job Description Form (JDF) Suite, which embeds capability requirements into role design
- aligning with the CPO Success Profile, which defines leadership expectations at the executive level
- supporting the Contract Manager Performance Guide, which assesses performance against capability expectations
- enabling consistent application of the Procurement Professionalisation Strategy 2026–2030.
Together, these tools support a coherent and professional procurement workforce across the Western Australian public sector.
