The Department of Water and Environmental Regulation prepared this report for the World Bank in 2017. It was commissioned as a water supply case study of a city affected by climate change earlier than many other parts of the world.
It is part of the Water Scarce Cities: Thriving in a Finite World report published by the World Bank in 2018.
