The Contract Management Framework and Performance Guide forms part of the Western Australian Procurement Professionalisation Framework and support stronger, more consistent contract management across the Western Australian public sector.

Together, these resources address both the agency system and the people performance dimensions of contract management:

  • the Contract Management Framework Principles sets expectations for how agencies design and operate contract management arrangements and outlines what good practice looks like for contract managers, and
  • the Contract Manager Performance Guide supports contract managers and people leaders to assess, evidence and improve performance in practice.

How these resources are used

The Contract Management Framework and Performance Guide support agencies to:

  • set clear, consistent expectations for contract management practice
  • align systems, governance and oversight with desired outcomes
  • support contract managers to perform effectively in their roles
  • identify performance gaps and improvement opportunities
  • strengthen assurance, accountability and delivery confidence

How this fits with other capability tools

These resources complement other professionalisation tools by:

  • aligning with the Procurement Capability Matrix (PCM), which defines capability expectations for procurement and contract management roles
  • supporting the Job Description Form (JDF) Suite, which embeds capability expectations into role design
  • reinforcing the outcomes and performance focus of the Procurement Professionalisation Strategy 2026–2030

Agency framework

Sets out the foundational principles that underpin effective contract management at contract manager, function and agency level.

The Framework defines the expectations, responsibilities and behaviours required to support consistent, confident and accountable contract management across government. It applies across the full contract lifecycle and is intended to guide how contract management should operate, rather than prescribe specific processes or templates, and define good practice for contract managers.

People and performance

Provides practical guidance to support contract managers and people leaders to assess, monitor and improve contract management performance.

The Guide translates the Framework principles into observable behaviours, example indicators and sources of evidence that can be tailored to role scope, contract risk and complexity. It supports capability development, performance conversations and continuous improvement.
