Community Housing Partnership Steering Group

The Department of Housing and Works has established a steering group to provide advice, oversight and engagement that will help to support the growth and sustainability of the Community Housing Sector.

The Minister for Housing, the Hon. John Carey MLA, announced the Community Housing Partnership Steering Group (Steering Group) at the November 2022 Community Housing Roundtable. 

Following the completion the initial expression of interest process, the State Government appointed experienced leaders from the sector with a diverse representation of program areas including disability accommodation, crisis accommodation and social housing providers in regional and metro areas. Appointments were for a period of two years.

The Steering Group is co-chaired by Mr Garrick Allen, Executive Director, Department of Housing and Works, and Ms Kath Snell, Chief Executive Officer, Shelter WA.

The Steering Group members from the initial EOI process are:

  • Natalie Sangalli, Housing Choices WA Ltd
  • Chris Smith, Foundation Housing Ltd
  • Samantha Drury, St Bartholomew’s House Inc
  • Kathryn Moorey, Stellar Living Ltd
  • Merri Best, Goldfields Indigenous Housing Organisation
  • John Lysaught, Advance Housing Ltd
  • Ben Burton, Emama Nguda Aboriginal Corporation
  • Michael Piu, St Patrick’s Community Support Centre
  • Sean Kelly, Community Housing Ltd
  • Luke Garswood, Connect Victoria Park Inc

The Steering Group offers a forum to discuss improvements to the operation of social housing and to facilitate the growth of community housing sector in Western Australia. 

Five Sub-Committees were established with members from Government and the Steering Group working in collaboration to deliver to an agreed Work Plan that focused on the following areas: 

  1. Increasing Social and Affordable Housing Supply
    a. Deliver on housing accord and grow social and affordable housing in WA.
  2. Operational leases arrangements
  3. Revision of the Community Housing Policy Manual
    a. Revise and update relevant Community Housing Policy.
  4. Housing safety
    a. Establish and agree on Safety Standards across Community Housing Providers.
  5. Reforms to the Community Housing Agreement

Since the commencement of the Steering Group and the above working groups have achieved the following:

  • Sub-Committee 1 completed the Government Contracts Register and the development of the Community Housing Prequalification Scheme.
  • Sub-Committee 3 has completed revision of the Community Housing Policy Manual, updating the Community Housing Income and Asset Limits Policy and the Rent Setting Policy. 

Updated EOI process

With the expiry of the first period of operation of the Community Housing Partnership Steering Group, the Department of Housing and Works  (Housing and Works) is seeking expressions of interest (EOI) from experienced leaders and practitioners in the Community Housing sector for membership to the Steering Group and its Sub-Committees.  

We encourage EOIs from registered Community Housing Providers and from community housing organisations that may be pursuing registration. We are also keen to engage with Aboriginal community housing organisations. Organisations based in regional WA are also encouraged to make a submission. 

Following evaluation of submissions, we will establish a register of successful nominees from which the Steering Group membership will be drawn. Nominees will remain on the register for two years after which they will need to reapply. Previous applicants to the EOI established in January 2023 and previous members of the inaugural Steering Group are encouraged to submit an EOI.
