An OSCP is required as part of the implementation strategy of an Environment Plan for all petroleum and/or geothermal activities in Western Australia. This is in accordance with the following considerations:
Petroleum regulations
An OSCP is an essential component of an EP which is to be incorporated into all relevant operating procedures.
An OSCP is a project - or area - specific plan that outlines the response structure and considers the four key aspects of prevention, preparedness, response and recovery. An OSCP is required to set out the following:
- preparations to be made for the possibility of an oil spill,
- emergency response arrangements to be implemented if an oil spill occurs,
- recovery arrangements to be implemented if an oil spill occurs, and
- current oil spill trajectory modelling that applies to the activity.
An OSCP may be incorporated into the implementation strategy of an EP or submitted as a stand-alone document if appropriate to the nature and scale of the activity.
