ICT modernisation refers to the process of updating and improving an organisation's existing ICT environment and the people, processes and technology required for greater efficiency and effectiveness to ultimately enable transformation. This is enabled through:
prioritising a pipeline of works; and
clearly articulating total costs of ownership and benefits to be realised.
The ICT Modernisation Framework provides agencies with a structured approach to developing an ICT Modernisation Strategy. This framework supports the assessment of current ICT maturity, identification of key initiatives, and prioritisation of work efforts, costs, and benefits at a strategic level.
The ICT Modernisation Strategy Framework is designed to help agencies develop and deliver a comprehensive modernisation strategy. It guides users through identifying key drivers, assessing the current state, defining a target state, and outlining a high-level roadmap to achieve modernisation initiatives.
The ICT Modernisation Framework should be applied when undertaking initiatives that aim to enhance digital capabilities, streamline operations, and future-proof technology environments. It is particularly relevant for both project-based work and business-as-usual (BAU) activities where improvements to infrastructure, software, data, and security are being considered. Such work may include:
upgrading infrastructure and hardware - e.g. replacing ageing servers and networking equipment/s;
using Cloud-based services – e.g. migrating core business platform to a Cloud provider – Amazon Web Services (AWS), Azure or Google Cloud Platform (GCP);
improving applications and software – e.g. transitioning from a legacy system to a modern, user-friendly web-based solution;
updating data management processes/techniques –e.g. implementing a data lake and using advanced analytics;
enhancing cybersecurity posture – e.g. adopting a zero-trust security model;
implementing automation and artificial intelligence (AI) into practice – e.g. using robotic process automation to streamline operations and using AI to optimise and improve efficiency; and
introducing agile and DevOps approaches – e.g. Shifting from a traditional waterfall methodology to an agile approach by incorporating DevOps practices and CI/CD pipelines.

03 - ICT Modernisation Total Cost of Ownership and Benefits Model
Show moreIs a standard tool for agencies to outline the the direct and indirect costs of acquiring, operating, and maintaining a technology product or system throughout its lifecycle along with the expected benefits realised through modernisation efforts. Agencies are required to complete the TCO and Benefits Model for all ICT projects with an estimated total cost over $5 million. When completing the TCO and Benefits Model, agencies should refer to the ICT Expenditure Financial Guidelines and the ICT Modernisation Benefits Realisation Framework.
