What we do
The Gaming and Wagering Commission (GWC or Commission) is a statutory authority responsible for ensuring the integrity and fairness of gaming and wagering in Western Australia.
We regulate gambling activities through independent, contemporary regulatory practices that protect and educate consumers, consider community benefit, and minimise gambling‑related harm.
The Commission’s objectives are to:
- approve or withhold approvals of licences, permits, certificates, and authorisations relating to gambling and the use of premises
- take steps to minimise harm caused by gambling to individuals or any part of the community
- initiate and conduct investigations into alleged breaches of gambling legislation and related regulatory instruments
- monitor industry behaviour and emerging risks to the public
- seek, receive, publish, and disseminate information about gambling and its effect on the community
- strengthen compliance and enforcement practices
What we regulate
We regulate the following gambling activities and operators in Western Australia.
Casinos
- Crown Perth Casino
- casino operations
- employee licences
Wagering
- Racing and Wagering Western Australia (RWWA) wagering operations, including:
- the TAB WA retail network
- TABtouch online wagering
- Western Australian–based bookmakers, including:
- on‑course bookmakers
- telephone and online bookmakers
- TABtouch
- PlayWest
Lotteries
- standard lotteries (such as MSWA)
- continuing lotteries (such as breakout bingo)
- trade promotion lotteries (TPLs)
- excludes Lotterywest
Community gaming
- community poker (tournament and cash poker)
- excludes social gambling, which is spontaneous and not for private gain of any non-competing players
- gaming equipment suppliers and gaming operators for regulated events (including community poker)
- Bingo, Two-up, Calcutta, and video lottery terminals
Online gambling operators - interstate and ACMA
TABtouch and PlayWest are licensed by the Commission to operate in Western Australia.
If you have information about an online gambling operator that is not licensed in Western Australia, contact the relevant state or territory regulator (search the register here to find out the best contact).
Online gambling operators must also comply with the Interactive Gambling Act 2001 (Cth). This legislation governs the provision and advertising of gambling services and is regulated by the Australian Communications and Media Authority (ACMA).
Commission membership
The Commission comprises a Chairperson and between five and seven members appointed by the Minister for Racing and Gaming. Appointments are up to five years for the Chairperson and up to three years for Members; both of whom are eligible for reappointments.
