Low Load Response - Discussion Paper released on managing risks to power system security

Energy Policy WA has released a discussion paper on the introduction of distributed rooftop solar photovoltaic (DPV) management capability, to assist the Australian Energy Market Operator in managing the power system under extreme low load conditions.

On 28 September 2021, the Australian Energy Market Operator (AEMO) released its Renewable Energy Integration - SWIS Update report. The report highlights the substantial acceleration of DPV uptake in recent years, and identifies priority actions needed to manage the power system. One priority recommendation is to:

“As soon as practically possible, enable the capability to manage newly installed and upgraded DPV (i.e., for output reduction and/or curtailment) on instruction from AEMO to a third party to assist in managing power system security and reliability in all emergency operational conditions, including during extreme low system load conditions and black start, as a measure of last resort (i.e., backstop capability).”

Energy Policy WA is responding to this recommendation and will be working with AEMO, Synergy and Western Power to engage with industry on the proposed measure.

Energy Policy WA has released a Discussion Paper providing information to stakeholders on the proposed implementation model for DPV Management in the SWIS and is seeking input on its implementation.
