Expressions of Interest (EOI) for membership of the Training Accreditation Council are now invited

You can contribute to the quality assurance of vocational education and training (VET) by becoming a member of the Training Accreditation Council (the Council). 

The Minister for Skills and TAFE is looking for persons with effective leadership skills, expertise and experience in quality assurance to help influence the quality of VET throughout Western Australia. Individuals with legal experience interpreting and applying regulations, and/or skills and experience in regulatory activities and risk management are encouraged to apply.

Under the Vocational Education and Training Act 1996, the Council is an independent statutory body responsible for assuring the quality of training providers registered with the Council and the accreditation of courses in the VET sector in Western Australia, and operates within an agreed national VET regulatory framework. 

The Council provides high level advice to the Minister for Skills and TAFE on matters relating to the quality of VET in Western Australia, so as to achieve the best outcomes for West Australians   

Expressions of interest for membership of the Council are now invited, and all interested persons are encouraged to apply.

How to apply 

Expressions of interest must include a curriculum vitae (CV) of no more than two pages (using the approved proforma) and be accompanied by a covering letter outlining how applicants meet Council member requirements as outlined in the selection criteria (maximum of four pages).

Focus on Quality Article: Transition of Training Products

Managing the transfer (transition) and completion (teach out) of students when a training product changes, is a core quality and compliance obligation for RTOs under the Registration Standards 2025 (2025 Standards). Outcome Standard 2.1 and Compliance Standard 14 – Transition of Training Products sets the requirements for managing enrolments, student communication, and transfer or completion arrangements when training products change.

Training products may be superseded, or may become no longer current and not superseded, including where they are expired, removed, deleted or cancelled on training.gov.au (TGA). Understanding a training product’s status on TGA is essential, as enrolment permissions and transfer or completion obligations differ depending on how and why a product has changed.

Superseded training products

Unless otherwise approved by the Council, after one year from the date a replacement training product is released onto TGA, no further enrolments are permitted into the superseded training product. This includes Accredited Courses that are showing as ‘non-current’ on TGA but indicate they have been superseded or replaced.

All currently enrolled students in a superseded training product must either:

  • be completed in the training product in which they are enrolled and be issued the relevant AQF certification documentation within a timely manner; or
  • be transferred into the replacement training product within a timely manner.

The 2025 Standards use the term 'timely manner' to provide flexibility, recognising that appropriate timeframes vary depending on the student cohort, industry expectations, and the nature of the training product. This flexibility does not allow for indefinite delivery. The release of a replacement product signals changed industry requirements, and students should be transferred or completed as soon as reasonably practicable. This must be determined on a case‑by‑case basis and retained as part of the RTO’s student management and transition planning.

Training Products that are Not Current and Not Superseded, or are Expired, Removed or Deleted

Unless otherwise approved by the Council, no further enrolments into a training product are permitted from the date a training product is listed as non-current and has not been superseded, or is listed as deleted or cancelled on TGA. This includes Accredited Courses that are showing as ‘non-current’ on TGA but do not include information indicating they have been superseded or replaced.

In these circumstances, all students currently enrolled must be completed in the training product in which they are enrolled and issued the relevant certification documentation within the applicable timeframe (listed below), from the date the Training Product is listed as non-current, deleted or cancelled on TGA. 

Applicable Timeframes:

  • Two years for AQF qualifications, including Accredited Courses; and
  • One year for units of competency, skill sets, accredited short courses (Course in …) and modules.

These timeframes are fixed unless a modification has been formally approved by the Council and published on the Council’s website.

Communication and planning

Outcome Standard 2.1 requires RTOs to inform students as soon as practicable of any changes that may affect their training. This includes changes to training product status, transition options and potential impacts on completion, licensing or employment outcomes.

Removing Superseded Training Products from Scope of Registration

Previously, superseded or deleted training products were automatically removed from an RTO’s scope of registration after the applicable transfer or completion period (12 or 24 months).

Under the 2025 Standards, superseded training products are treated differently.  RTOs may either transfer students into the replacement training product or complete students in the superseded training product within a timely manner.  As no single timeframe applies, superseded training products are no longer automatically removed from an RTO’s scope of registration.

Once all enrolled students have either been completed or transferred, the RTO must submit an RTO2 Amendment to Registration application via the RTO Portal to remove the superseded training product from its scope of registration.

However, for training products that are removed or deleted and not replaced, TAC will continue to automatically remove these training products from an RTO’s scope of registration 24 months after being removed or deleted from TGA.

Under the Vocational Education and Training Act 1996, RTO’s must not issue certification for any training product not listed on their scope of registration. For this reason, superseded training products must remain on scope until all enrolled students have either been issued with their AQF certification or formally transferred into the replacement training product, before the RTO2 Amendment to Registration application is submitted.

State Training Board welcomes new Chair

The Hon Amber‑Jade Sanderson MLA, Minister for Skills and TAFE has announced the appointment of Stephen Moir as the new Chair of the State Training Board.

Mr Moir has been a member of the State Training Board since 2019 and brings extensive leadership experience across Western Australia’s automotive, small business and training sectors. He was the Group Chief Executive Officer of the Motor Trade Association of Western Australia (MTA WA), where he led major workforce, training and industry development initiatives for more than a decade. His previous roles include Managing Director of the Small Business Development Corporation.

Real Skills Deserve Real Recognition

The Commonwealth Government has published materials to help raise awareness of what quality Recognition of Prior Learning (RPL) looks like and to assist students on how to spot non‑genuine providers. Non-genuine providers use misleading marketing tactics, such as promising “no study,” “guaranteed success,” or “quick qualifications,” are are red flags for scams.

A resource pack designed to help RTOs provide clear and consistent information about RPL to students, employers and the broader community is available on the Your Career website.
