The CUA provides Commercial and Industrial (C&I) Recycling and Waste Redirection Services to all approved CUA users.
The CUA aligns with the Western Australian Waste Avoidance and Recovery Strategy 2030 (WARR) and provides avenues for users to achieve their targets.
WARR focus material include: Food and Garden Organics, Plastic, E-Waste, Batteries, Tyres and Energy Recovery.
Core CUA objective
The CUA provides options for Approved CUA Buyers, in preferred order to:
- Re-use – Prioritise using items again without modification.
- Reprocess – Repair or refurbish items for continued use.
- Recycle – Convert materials into new products.
- Recover Energy (Waste to Energy)– Extract energy from waste materials.
- Landfill – Only consider disposal when all other options are not viable

The CUA has four categories:

In accordance with Western Australian Procurement Rules, you can buy outside of this CUA and directly source from an Australian Disability Enterprise (ADE) or Aboriginal Business.
Customers outsourcing their facilities management services, which includes waste, are not required to use the CUA for those services. Facilities management companies may access the CUA if they are acting as an agent on behalf of the Customer.
Where the CUA is non-mandatory you may:
- Purchase under the applicable CUA from a CUA contractor; or
- Exercise your discretion to purchase outside the CUA, and purchase in accordance with Western Australian Procurement Rules and Buy Local policy.
Before you buy, also check that your purchase falls within your organisation's procurement policies.

Category B - Total waste management
Customers can use Contractors under Category B to appoint one contractor to provide the majority of services offered under the CUA.
The available services are mandated in the Perth Metropolitan:
- General waste landfill
- Landfill Compactors / Balers
- Medical/Clinical Waste
- Bin hire / attachments / equipment
- Persons on Site
Customers have the flexibility to access contractors from categories A, B, C and D to achieve a tailored total waste management solution.
Category C - Sanitary services
Category C offers the supply and cleaning of hygiene (nappy and sanitary) goods and services and includes providing servicing of each bin on site.
This is mandatory in the Perth metropolitan and non-mandatory in regional areas

Category D - Additional services
Category D covers waste management / Resource Recovery related consultancy / advisory services, and will assist agencies to optimise Resource Recovery, recycling, diversion from landfill and Circular Economy thinking by offering.
This is available in the Perth metropolitan only and non-mandatory.

Out of scope activity
Show more“Archived” confidential paper or multimedia records that are stored off State agency sites must be securely disposed of through the CUA for Storage, Retrieval, Destruction and Digitisation of Paper and Electronic Records CUAREC2015.
For avoidance of doubt, “onsite” confidential paper in designated locked bins and records stored on ICT equipment may be disposed of through recycling services offered under CUARWD2025.
- Hazardous and controlled waste streams are excluded from the CUA, unless specified under the Price Schedule for example hazardous and controlled waste streams such as septic, grease trap, oily water medical waste, tyres, e-waste are included under the CUA. Refer to the Price Schedule for further details.
Buying rules
Show morePrior to accessing the CUA and where practicable, purchases within the regions must be undertaken as near as possible to the point of contract delivery. This will support local suppliers and local regional circular initiatives.

The CUA Order Form should be used for Total Waste Management Scheduled Services.
For ongoing requirements, buyers should complete an Order form to specify services, frequency, environmental considerations, and contact person.
All buyers should review waste streams to determine what material can be recovered/recycled and how their waste can be reduced.

Exemption from using this CUA
Procurement Frameworks are responsible for processing and approving all requests from State Agencies seeking exemption from using a mandatory CUA. Requests for an exemption are considered on a case-by-case basis, and a requesting agency must be able to demonstrate that a business need cannot be adequately met by the relevant CUA.
Exemption requests should be directed to the Assistant Director Procurement Frameworks through an email to the contract manager in the first instance. Requests for exemption must be in writing via email, and must provide sufficient explanation and background to enable the request to be considered. The requesting officer should be the Accountable Authority or delegate of the agency.

Payment by purchasing card
The government purchasing card offers a quick and convenient method of payment allowing goods and services to be efficiently purchased.
Always remember to inform the contractor that you will be paying by government purchasing card, at the time of ordering the product or service, and ensure they clearly understand that they must send the tax invoice directly to you, the cardholder.

Make the most of your recycling/waste services
- Before accessing the Recycling and Waste Direction CUA, check if there are better outcomes possible using the Recycling, recovery and disposal journey tool (coming soon).
- At regular intervals, review service frequency, number of bins and types of waste / recycling streams to reduce costs.
- Avoid unexpected costs. Stay informed about any potential extras such as transport fees, bin rental costs. Transparent pricing means smarter budgeting.
- Unlock hidden value. Choose contractors who offer rebates for recyclable items, discounts on bulk items or better rates for larger volumes increased frequencies. If your waste has value, make sure you benefit from it.
- Regional services: look to local providers first and negotiate CUA rates if no local option exists.
- If there is no other option beside landfill look to use energy recovery instead.
Achieve value for money
- Regional services: Use local suppliers where possible to reduce transport costs and support regional businesses.
- Negotiate: You can seek better pricing than the listed rates, especially for large or ongoing needs.
Reduce waste, save money
- Segregate waste properly to avoid contamination charges.
- Use recycling, FOGO and Waste to Energy services to reduce landfill costs.
- Undertake waste audits to understand your waste profile, divert from landfill, identify savings and improve sustainability.
Use reporting to your advantage
- Ask for site-specific reports to track your waste volumes, recycling rates, and costs. Use this data to set targets and improve performance over time.
Educate your team
- Contractors can provide training and signage to help staff dispose of waste correctly.
- Use these resources to reduce contamination and improve recycling outcomes.

- Use the Order Form to clearly outline your service needs, frequency, and site requirements.

How do I buy?

1. Start with the waste hierarchy
Use the Recycling, recovery and disposal journey decision tree COMING SOON to determine the highest‑value waste pathway available (avoid → reuse → recycle → recover energy → landfill).
2. Refer to the WARR Strategy
Check the WA Waste Avoidance and Resource Recovery (WARR) Strategy to ensure alignment with WA Government sustainability goals.
3. Review the Disposal Guide
Before disposing of any waste:
- Check whether the waste can be reused, recycled, or processed through existing initiatives.
- If none of the disposal options in the guide are suitable, proceed to the CUA.
4. Review the CUA (Common Use Arrangement)
Once you determine services are required under the CUA:
a. Identify the service category
Determine which waste service (recycling, recovery, disposal) best meets your needs.
b. Identify qualified contractors
Review the CUA supplier list to see:
- which suppliers service your region
- which waste streams they manage
- any capability notes.
c. Compare maximum CUA rates
Use the CUA price schedule to:
- Identify maximum rates for each supplier
- Note that these are ceiling rates only.
d. Negotiate rates for ongoing or scheduled services
If services will be regular, ongoing, or predictable:
- Engage suppliers to negotiate lower-than-maximum rates
- Document any agreed pricing.
e. For one‑off services, use Pick-and-Buy
If the service is not ongoing:
- Use Pick & Buy to select from the pre‑approved rates without negotiation.
5. Place an order
- Complete the Waste Services Order Form
- Attach it to your internal procurement request (if required)
- Send directly to the chosen CUA contractor.
- File on your internal contract register if required.
