The Western Australian Department of Local Government, Industry Regulation and Safety (LGIRS), regulates a diverse range of licensing activities with different legislative frameworks, risk profiles and assessment processes. This includes the licensing of building and energy, dangerous goods, WorkSafe, Consumer Protection, and racing, gaming and liquor activities.
These functions were previously undertaken (pre-1 July 2025) by the former Department of Energy, Mines, Industry Regulation and Safety (DEMIRS) and the former Department of Local Government, Sport and Cultural Industries (DLGSC).
The department processes around 160,000 licence applications a year, a figure that continues to rise steadily.
How to read LGIRS licensing performance reports
LGIRS publishes performance information for different licensing schemes. While reports follow a consistent high-level structure, the way timeframes are measured can differ depending on legislative requirements and system capability.
Some licensing schemes report performance against service targets using active assessment time. Others report total elapsed business days from application lodgment to final determination, including statutory consultation and applicant-driven steps.
Explanatory information is included in each report to assist with interpretation of the data.
