Metropolitan Region Scheme Amendment 1426 (Complex) - Lyon and Kinley Roads, Banjup

In accordance with the requirements of the Planning and Development Act 2005, the Governor has approved, as advertised, the above-mentioned amendment to the Metropolitan Region Scheme.

It is hereby notified for public information that the Lyon and Kinley Roads, Banjup amendment to the Metropolitan Region Scheme has been submitted before both Houses of Parliament in accordance with the provisions of section 56 of the Planning and Development Act 2005

The amendment, as depicted on Western Australian Planning Commission (WAPC) Amending Plan 3.2839, is effective on and from 15 May 2026. 

The purpose of the amendment is to rezone approximately 57.76 hectares from the Rural - Water Protection zone to the Urban and Urban Deferred zones in the Metropolitan Region Scheme (MRS). The proposed amendment will primarily facilitate future residential development with areas of public open space. 

Pursuant to section 126(3) of the Planning and Development Act 2005, the Western Australian Planning Commission (WAPC) has the option of concurrently rezoning land that is being zoned urban under region scheme, to a Development zone (or similar), in the corresponding local planning scheme.  

In this respect, the WAPC resolved that the land being zoned urban within Metropolitan Region Scheme Amendment 1426 be transferred to the Development zone in the City of Cockburn Town Planning Scheme No. 3. This amendment to Town Planning Scheme No. 3 is effective from the date of publication of this notice in the Government Gazette being Friday 29 May 2026.
