Perth’s train stations offer significant opportunities to deliver housing that optimises access to public transport and supports sustainable growth. A coordinated planning framework is key to unlocking the full potential of these precincts.
The State Government is taking a lead role in coordinating planning and development within train station precincts through the introduction of improvement plans and improvement schemes.
The initial 10 stations
Ten initial metropolitan train station precincts have been identified for inclusion in the station precincts improvement plans and schemes:
- Ballajura
- Bassendean
- Carlisle / Oats St
- Claisebrook
- Cottesloe
- Glendalough
- Morley
- Mosman Park
- Redcliffe
- Swanbourne
Local governments will be consulted to help inform precinct-specific planning, which will support development that complements and responds to the local context.

A station precinct is a defined catchment surrounding a metropolitan passenger train station.
The station precinct improvement plan and scheme will generally focus on areas within up to 800 metres of stations, as these locations are best suited to more diverse housing and mixed-use development.
Why are station precincts important?
As Perth continues to grow, the areas around stations have an important role to play in delivering urban infill, offering access to transport and connecting people to employment, education, entertainment, shopping, family and friends. Encouraging development within station precincts also optimises the State’s continuing investment in public transport, including the expanding METRONET network.

Perth and Peel @ 3.5 million is Perth’s long-term planning framework guiding urban growth to ensure sustainable development. It identifies station precincts as important locations for urban intensification and the transition to a more compact and connected city. Station precinct planning will help to unlock capacity for more diverse housing, in locations that provide ready access to transport, jobs and services.
How will the station precincts initiative support urban infill?
Focusing on planning and development within station precincts will support the delivery of urban infill by driving a more coordinated and streamlined approach, creating more opportunities for housing and mixed-use development.
The implementation of an improvement scheme will also enable precincts which sit within multiple local government areas to be consolidated into a single planning framework.
What is an improvement plan?
Improvement plans are used to facilitate development in areas identified by the Western Australian Planning Commission (WAPC) as requiring a more coordinated and strategic approach to planning. An improvement plan generally authorises the making of an improvement scheme and sets out the objectives of the scheme.
What is an improvement scheme?
An improvement scheme is a similar instrument to a local planning scheme. It zones and reserves land and contains development control provisions for a scheme area.
When an improvement scheme comes into effect it becomes the statutory land use planning instrument for the area and replaces the local and region planning schemes while it is in effect. The WAPC becomes the responsible planning authority for the improvement scheme area, however, it may delegate these powers to other bodies, including local government.
How will the community be consulted?
The State Government will work closely with local governments to help inform the preparation of the improvement plan and scheme. Community engagement will occur throughout the process, including a public advertising period for the draft improvement scheme.
How were the initial 10 stations selected?
A range of considerations helped to identify areas for inclusion within the improvement plan including current planning and governance, availability of land, potential for development and accessibility to jobs, services and other amenities. The State Government will work closely with relevant local governments to inform precinct-specific planning that responds to the local character of each area.
What are the next steps?
The Department of Planning, Lands and Heritage, on behalf of the WAPC, will prepare improvement plans and schemes, to be initially applied to the 10 identified station precincts.
