The Western Australian Buy Local Policy (WA BLP) 2022 is designed to provide local businesses with enhanced access to the government market through the application of a range of initiatives and price preferences.
In July 2020, the Premier introduced the first updated version of the policy (WA BLP 2020) since 2002, that supported and supplemented the Western Australian Industry Participation Strategy (WAIPS) under the Western Australian Jobs Act 2017. There is a high degree of correlation between WAIPS and WA BLP, with WA BLP covering procurement below the WAIPS threshold values and containing more detail on regional aspects.
The Department of Jobs, Tourism, Science and Innovation (JTSI) is the lead agency for the WA BLP, and to facilitate the application of the policy, JTSI has signed implementation agreements with the highest spending agencies.
Following the release of WA BLP 2020, the Minister for State Development, Jobs and Trade wrote to his Cabinet colleagues to highlight the importance of fulfilling the measures contained within the WA BLP and the relevance of the WA BLP to their individual portfolios.

Agencies that are not listed have either advised JTSI that they are conducting the majority of their procurement activities through the Department of Finance or that the value of their procurement activities do not warrant such an agreement.
The 2002 Buy Local Policy is now out of circulation. Agencies should work towards utilising the WA Buy Local Policy 2022 into their procurement processes as soon as is practicable.
