Ensuring consistent classification of positions in the WA public service.

The Executive Salary Expenditure Limit is the sum of the projected annual salary for each SES and other management executive position in an agency’s approved baseline structure, calculated in consultation with the Department of Treasury.

Agency Chief Human Resources Officer

  • Provides the agency with subject matter expertise on the principles and processes of executive employment
  • Provides the CEO and employees with objective advice on executive classification matters
  • Prepares information for executive related classification submissions to the Commission
  • Updates agency HRMOIR data on a regular basis so it reconciles with the Commission’s executive database

Agency Chief Finance Officer

  • Provides the agency with subject matter expertise on the financial management and reporting obligations of the Executive Salary Expenditure Limit
  • Prepares Executive Salary Expenditure Limit information for submission to Treasury, Expenditure Review Committee and Commission
  • Updates Treasury’s financial management system

Agency CEO

  • Maintains the agency focus on operating within the approved Executive Salary Expenditure Limit
  • Considers the agency’s structural changes and resultant position classification levels from an agency and sector remuneration equity perspective (public sector stewardship responsibility)

Public Sector Commission

  • Provides advice to agencies on the Executive Salary Expenditure Limit, SES, Special Division and executive position classification and related matters
  • Assesses senior executive position classification submissions
  • Seeks independent classification and remuneration advice if required as part of the overall classification determination process, with consultancy costs paid by agencies
  • Advises agencies of the outcome of executive position classification decisions (except positions in the Special Division of the Public Service where the Salaries and Allowances Tribunal communicates directly with agencies)

Public Sector Commissioner

  • Monitors agency Executive Salary Expenditure Limit management discipline through CEO performance agreements and agency reporting
  • Considers and provides advice on CEO requests for changes to an agency’s Executive Salary Expenditure Limit
  • Considers and determines the outcomes of senior executive position classification submissions
  • Maintains the relationship between the government’s collective interests and the needs and expectations of agencies
  • Approves the transfer of SES officers to the performance of other functions in the SES

Expenditure Review Committee

  • Makes decisions on requests to increase agency Executive Salary Expenditure Limits
