What to include in your goods and services offer

In your offer you must tell us who you are, address the selection requirements and include pricing.

When you submit your offer, there is certain information you will always need to provide. You need to give enough information for us to tell which entity we are dealing with. You also need to address each of the selection requirements so that we can consider your offer, and complete the pricing section correctly.

Tell us who you are

Government agencies must know who they are dealing with.

Common information requested is the:

  • Legal entity company name or business name
  • Australian Company Number (if applicable)
  • Australian Business Number
  • Registered address and business address
  • Name and telephone number of an authorised contact person

Once you submit your offer, you are not able to transfer it to another person, company or firm without written approval from the agency.

Address the selection requirements

It is important to read each requirement carefully and address each in your response. This will be the main area of assessment of your offer.

​Selection requirements will vary depending on the type of goods and services that are being requested. Request documents often have three types of selection requirements:

  1. Prequalification
  2. Compliance and disclosure
  3. Qualitative

If you choose to present your offer in a different format, make sure the evaluation panel can still find each piece of information requested. Dot-points, summaries and headings can assist the evaluation panel.

Keep to any page limits specified in the Request.

Prequalification requirements

Prequalification requirements are assessed on a yes/no basis. They are not given a numeric score. You must answer all of these requirements if you want your offer to be considered. An assessment of “no” against any will eliminate your offer from further consideration.

Compliance and disclosure requirements

Compliance and disclosure requirements are also assessed on a yes/no basis. They are not given a numeric score. You must answer all of these requirements if you want your offer to be considered. If a compliance requirement is not met, it may eliminate your offer from further consideration.

Qualitative requirements

Qualitative requirements assess your ability to meet the needs of the Request. They are often weighted so you should give more consideration to the requirements with a higher weighting.

To be effective you should:

  • Concisely address all requirements
  • Describe what demonstrates your ability to meet each requirement 
  • Prove the claims you make with examples and references where possible

Some common qualitative requirements for goods and services Requests are listed below:

  • Demonstrated experience in completing similar projects
  • Industry Participation Plan

Services common qualitative requirements

  • A demonstrated understanding of the required tasks
  • Skills and expertise of the key personnel relevant to the required tasks
  • Demonstrated experience in completing similar projects
  • Project time frames
  • Industry Participation Plan

Pricing

It is very important that you include your pricing in the exact format asked for in the Request.

If the Request asks for a lump sum, and you submit an hourly rate, you may not be evaluated.

If you aren’t sure how to complete the pricing or have any questions, contact the person listed in the Request for contractual enquiries.

After the request has closed, you won’t be able to amend your offer. If your pricing isn’t correct, you will either have to honour it or withdraw your offer.

You must also maintain your offer for a period of time known as the validity period. The validity period is specified in Part A of the Request.
