Post launch consultation with industry is ongoing
Energy Policy WA would like to thank everyone who attended and contributed to the Industry Forum for the WA Residential Battery Scheme, held on 25 September 2025.
The event saw a great turnout from industry. We appreciate your feedback to help us refine the scheme and help Western Australia’s transition to clean energy.
Your feedback will help us with updating our materials and systems to better support applicants and industry partners.
Energy Policy WA and Consumer Protection are aware of information in ads, phone calls, and in person meetings that are not consistent with released information or best practices. Action has already been taken against companies and individuals in violations of Australian Consumer Law.
Companies who are making promises now on the assumption of unreleased details are doing so at their own risk.
- Companies who have taken deposits and promised specific equipment, delivery times, prices, or access to the rebate and are unable to fulfil these promises once details are confirmed may find themselves dealing with Consumer Protection.
- Companies who are not approved as a scheme participant would need to provide a full refund and release the customer from any contract.
Once the WA Battery Scheme is operational a mechanism will be in place to remove the scheme approval for businesses who violate good faith working arrangements.
Eligibility and requirements
Requirements for battery retailers
Retailers must have a Western Australian address for their business. That means the business has a physical presence in the state such as an office or showroom.
Retailers will need to be an Approved Seller under the New Energy Tech Consumer Code (NETCC) - NETCC | Consumer protection standards for solar, batteries & more.
As of 1 October 2025, all vendors must be a NETCC Approved Seller to qualify for accreditation into the scheme.
Retailers will be required to pass appropriate due diligence checks to register with the WA Residential Battery Scheme
Retailers may be required to undertake training to participate in the scheme
Retailers must ensure they are using installers that meet the installer criteria.
Retailers in the Synergy service area must register with Synergy as specified in Synergy’s Installation Handbook.
Requirements for battery installers
Installers must have a Western Australian address for their business.
Installers will need to have Grid Connected Battery System (GCBS) accreditation via Solar Accreditation Australia - Solar Accreditation Australia – Get Accredited: no worries.

Battery installations will be subject to safety compliance audit regime with inspections being conducted after the payment of rebate and loan funding assistance.
Installers and retailers must comply with the relevant technical requirements:
Synergy’s Functionality Requirements and Installation Handbook, and Western Power’s Basic Embedded Generation Connection Technical Requirements; or
Horizon Power’s Technical Requirements.
Eligible battery systems
New, additional and replacement battery systems, with minimum 5kWh storage capacity will be eligible.
We are working with Western Power to safely enable larger single-phase inverters up to 10kVA to connect to the network from 1 July 2025.
Industry consultation on Western Power’s updated Basic Embedded Generation Connection Technical Requirements closed on May 30, 2025, with finalised changes to be published.
Lists of approved equipment for the scheme, once available, will reflect this change.
New, additional and replacement solar panels will also be eligible for loan funding assistance where they are installed as part of a package involving installation of a battery system.
Battery systems will need to demonstrate Virtual Power Plant readiness, i.e. that the system can connect to the electricity grid and respond to signals. This readiness will also include a requirement for an ongoing internet connection, with regular testing.
For Synergy customers, systems will need to comply with Western Power’s Basic Embedded Generation Connection Technical Requirements and Synergy’s Functionality Requirements.
For Horizon Power customers, systems will need to comply with Horizon Power’s Technical Requirements.
Horizon Power and Synergy will each publish a list of supported equipment solutions (including modular battery systems), based on the Clean Energy Council (CEC) approved product list and the relevant technical requirements in their service areas.
Virtual Power Plant (VPP) information for vendors
How can I ensure my participation in the WARBS a vendor or subcontractor?
Ensure you are an Approved Vendor
Under the WA Rebate Scheme, vendors must become an Approved Vendor, which requires passing some basic due diligence checks, in addition to receiving a Solar Accreditation Australia (SAA) and New Energy Tech Consumer Code (NTECC) accreditation. Supplying VPP approved devices
To ensure your customers can access the full benefits of the WARBS, you will need to ensure that devices offered are covered by the Synergy Support Solutions List (SSL), Clean Energy Council Approved Batteries and Horizon Power Compatible Inverters.
- All devices on the Synergy SSL are VPP ready or can be retrofitted to ensure compatibility with the synergy VPP network.
- Failure to supply devices on the SSL will come at the risk of customers not being able to access the WARBS benefits and may come at a financial risk to your business should these customers be relying on the rebate to cover the costs of installation.
Ensure installation of any AC batteries and gateway devices on non-hybrid inverters are compatible with the Scheme
- Hybrid inverters are the most efficient type if adding a battery to an existing solar system. They are often called ‘battery ready inverters’ and more easily communicate with batteries without add-on ‘gateway’ devices
- However, customers with non-hybrid inverters, including ‘microinverters’, can still cost-effectively add batteries to their existing system via the installation of AC coupled batteries with an attached ‘gateway’ device that allows connectivity to a VPP
- Before proceeding with an installation of any AC battery or gateway device, installers must ensure that both devices are on the SSL. Failure to do so will result in the customer being ineligible for a rebate, which may result in financial implications for the installer.
- Should installers be found to consistently supply devices not on the SSL to consumers who seek to apply for the rebate program, consideration will be given to revoking their Approved vendor status under the scheme.
Virtual Power Plant (VPP) requirements
To be eligible for the WA Battery Scheme, customers will need to participate in a VPP product.
All customers will be able to subscribe to the VPP product offered by their electricity retailer, Synergy's Battery Rewards or Horizon Power Community Wave.
Both retailer products are designed to share value with the customer
These products have been designed to ensure they are fair and reasonable and share the value of orchestration with customers.
As VPPs evolve and mature, VPP products will also evolve and mature.
Synergy customers will be able to choose an alternative VPP product, as long as it meets the following criteria:
the alternative product is offered by the supplier of the customer’s battery and is compatible with the customer’s equipment;
the alternative product is designed to share the value of orchestration with the customer; and
the alternative product is backed by genuine value streams in the form of market or service contracts (such as contracts to provide Non-Co-optimised Essential System Services (NCESS) or Network Support Services (NSS)) through Synergy as the parent aggregator for residential customers.
