Aboriginal Community Controlled Organisation Commissioning Framework

The Department of Communities has worked with the Aboriginal Community Controlled Organisation (ACCO) sector to develop a commissioning framework that supports place-based and culturally responsive service delivery through ACCOs, in alignment with Communities’ ACCO Strategy 2022-2032.

Overview

The ACCO Commissioning Framework (The Framework) has been developed in consultation with the ACCO sector and key stakeholders to:

  • improve outcomes for Aboriginal children, families, and communities
  • guide the way Communities will engage with the ACCO sector
  • increase the number of ACCOs commissioned
  • support sustainable economic and socio-economic development opportunities for ACCOs across Western Australia
  • provide locally informed, place based and culturally appropriate service design solutions.

The Framework supports Communities to meet its obligations under the National Agreement on Closing the Gap (the National Agreement) particularly in relation to Priority Reform Two: Building the Community Controlled Sector and Priority Reform Three: Transforming Government Organisations.

Scope 

The Framework will apply to the commissioning of ACCOs (as defined by the National Agreement) who deliver community services procured under the Delivering Community Services in Partnership Policy

To support the growth of the ACCO sector, the Framework will also apply to Aboriginal organisations who may not currently meet the definition of an ACCO, such as emerging ACCOs, organisations who are not yet registered but are aspiring to be, and those organisations who may need strengthening as part of the commissioning process.
