I am pleased to report on the implementation progress of the Family and Domestic Violence System Reform Plan (System Reform Plan).
The Government is committed to taking action to stop family and domestic violence, support victim-survivors and hold perpetrators to account. This page addresses the Government’s commitment to twice-yearly public reporting on the progress of the System Reform Plan.
I acknowledge the landmark work of the Family and Domestic Violence Taskforce, the family and domestic violence sector and lived experience advocates in driving the development of the System Reform Plan. It was developed through extensive consultation across Government, the community services sector, Aboriginal Community Controlled Organisations, and people with lived experience. This collaboration between government and community sector has set a strong foundation for our reform program.
Through the System Reform Plan we are aiming for a more unified and integrated system and service response, easier for victim-survivors to navigate, and more effective at managing risk posed by perpetrators of violence. It is about a clear way forward to improve the way agencies and organisations work together to respond to family and domestic violence. Through this shared approach, we will have the best opportunity to make the biggest difference to the safety and wellbeing of victim-survivors and hold perpetrators to account.
As with any reform program, change takes time. Not all reform actions can be implemented at the same time, and the need for a coordinated and sequenced approach to implementation is crucial. The System Reform Plan is focused on sustained change to achieve the best outcomes for victim-survivors. I am proud that we are sharing our progress with the community to deliver on these reforms and support victim-survivors of family and domestic violence across Western Australia.

Impact evaluation
In addition to reporting on progress, an independent evaluation of implementation progress and impact has been contracted.
The scope of the work includes:
- development and piloting of a Monitoring and Evaluation Framework
- a process Evaluation Report to be completed in 2026
- a summative Evaluation Report to be completed in 2028.
