Background

Communities is undertaking a ROI process to assist with the delivery of the Target 120 Plus (INROADS) program in Metropolitan WA.

Communities wishes to gauge the level of interest of ACCOs for the provision of a culturally secure and localised service that will contribute to the achievement of the positive outcomes for at-risk young people involved in the Perth’s Children’s Court INROADS Program.

How this ROI process works

The issue of this ROI Request is not a competitive grant application process. As such, it is not a commitment or representation of any kind that Communities will issue a competitive application process, or that Communities will otherwise look to procure services that contribute to the achievement of the outcome listed above.

Communities intends to organise an online information session with all respondents to the ROI, to provide further information on the service to be delivered and to further determine your interest in providing this service through a grant agreement.

Communities may contact one or more of the organisations that lodge a Registration Form in the future to discuss the service or Communities’ plans or needs generally. Communities may take the Respondents’ views and feedback into account when developing the application process and resulting grant agreement.

ROI process

The lodgement of a Registration Form to the ROI process closed at 3:00PM 18 August 2025 (AWST).

This ROI was only open to Aboriginal Community Controlled Organisations (ACCOs).

The Delivering Community Services in Partnership Policy (DCSP) defines an ACCO as an organisation that is:

  • incorporated under relevant legislation and not-for-profit.
  • controlled and operated by a majority of Aboriginal and/or Torres Strait Islander people.
  • involved or connected to the community, or communities, in which it delivers the services.
  • governed by a majority Aboriginal and/or Torres Strait Islander governing body.
