The Western Australian Jobs Act 2017 defines a strategic project as a supply opportunity over $25 million that the Minister for State Development, Jobs and Trade considers to be of strategic significance to the Western Australian economy.

Strategic projects have the potential to create a significant amount of economic activity and jobs within the state.

Each strategic project may need a tailored participation plan that addresses additional or specific local economic or social outcomes. The exact participation plan requirements and evaluation weighting for each strategic project will be determined on a case-by-case basis by the Minister for State Development, Jobs and Trade.

If you are a WA Government agency, find out more about identifying a strategic project under WAIPS requirements for agencies.

There are currently 3 strategic projects.

METRONET WA Railcar Program

The first strategic project announced by the WA Government was the METRONET WA Railcar Program.

METRONET is the single largest investment in public transport in Perth, providing more transport, housing and employment opportunities.

With approximately 72 kilometres of new passenger rail and 22 new stations, METRONET will turn more than 8,000 hectares of land around new stations into desirable places to live, work and play.

The project will deliver 102 new railcars (17 six-car sets and 144 railcars (24 six-car sets) to replace the ageing A-series trains, which were the first electric railcars on the Transperth network.

Alstom won the WA Government contract in December 2019, to build the 246 C-series railcars at a new service and manufacturing and assembly plant in Bellevue, near Midland.

The project will create hundreds of jobs and opportunities for local businesses, with 50 per cent of the railcars to be made in WA.

Stand-alone power systems

The second strategic project under the WA Jobs Act 2017 is the procurement of more than 1,000 stand-alone power systems in regional Western Australia and remote Aboriginal communities.

The project is part of a $259 million package to boost green manufacturing in the state. It will be delivered over five years by government trading entities Horizon Power and Western Power.

The stand-alone power systems will create a demand for locally manufactured power systems, including solar panels, batteries and hydrogen electrolysers.

The project will help create hundreds of local manufacturing jobs, training opportunities and put WA at the forefront of high-tech industries.

Stand-alone power systems are an important form of renewable energy. They will benefit the state by improving power reliability, facilitating greener energy and supporting community organisations and businesses.

Women and Babies Hospital

The new $1.8 billion Women and Babies Hospital is the third strategic project under the WA Jobs Act 2017 to maximise local content, expected to create 1,400 local jobs during construction.

The new hospital will be built on land within the Fiona Stanley Hospital precinct, enabling the hospital to be built without disruption to patients and staff.

The proposed hospital will allow expanded services at the new state-of-the-art hospital to include more obstetrics and gynaecology beds and neonatal cots. It will also improve parking and transport connectivity.

Site works are expected to start in 2024.

The Women and Babies Hospital is a collaboration between the Department of Finance, Department of Health, and the Department of Jobs, Tourism, Science and Innovation.
