The WA Government has laid strong foundations for digital transformation. Previous digital strategies, including DigitalWA, Western Australian Government ICT Strategy 2016 to 2020 and the Digital Strategy for the WA Government 2021 to 2025, set a clear whole‑of‑government direction, embedding a sustained transformation agenda across the sector. The Digital Capability Fund has supported targeted investments that keep our efforts focused, coordinated and sustainable.
Key milestones include the launch of the whole-of-Government website WA.gov.au in 2018, the ServiceWA app in 2022, the PeopleWA linked data asset in 2023 and the passage of the Privacy and Responsible Information Sharing Act 2024, which enables responsible use of data for public benefit. Building on this progress, we have embraced new technologies through the WA Government Artificial Intelligence Policy and its supporting assurance framework.
We have also strengthened the security of our digital foundations. Established in 2021, the WA Government Cyber Security Operations Centre (WASOC) provides 24/7 real-time monitoring and coordinated incident response across agencies. Sector-wide uplift led by the Cyber Security Unit is improving governance, skills and resilience. Together, these efforts help ensure government systems remain secure and trusted as digital services and data use expands.
To support growing demand for digital services, we developed a suite of shared State Digital Assets to deliver more consistent, secure and efficient services. Today, WA.gov.au provides easy access to WA Government information, the ServiceWA app brings services and offers together in one place, Emergency WA gives the public up-to-date incident information, and the WASOC monitors threats in real time. These assets have demonstrated their value in recent initiatives and will complement future capabilities such as a digital wallet for credentials, and Spatial WA – a statewide geospatial platform. State Digital Assets allow us to collaborate more effectively, concentrate resources, and provide streamlined user experiences.
Collaboration has been central to our digital transformation journey and strengthening it is critical to achieving the vision of this Strategy. Cross-government communities of practice, shared frameworks such as the ICT Modernisation Framework and ICT Project Delivery Framework, and hands on support from the Office of Digital Government’s ICT Project Delivery Unit are lifting capability and improving delivery outcomes. The award-winning WA Digital Public Sector Graduate Program is also bringing new talent into government, while policy and governance uplift initiatives – such as establishing the statutory Chief Data Officer role, the Privacy and Responsible Information Sharing Act 2024 and Information Management Framework – ensures information is handled responsibly, consistent standards are applied and data can be used to improve government services. Another major achievement is the establishment of PeopleWA, a whole-of-Government linked data asset, which supports evidence-based decision-making for community benefit and quality research.
Whenever we deliver these digital transformation initiatives, we focus on improving everyday interactions for people and businesses. In October 2025 the WA Government confirmed that, unless exempt, future expansions of digital services will be delivered centrally through ServiceWA or other shared digital platforms – ensuring consistent and convenient user experiences. For businesses, we implemented the WA Relationship Authorisation Manager, enabling representatives to transact on behalf of others online, and are piloting eInvoicing to streamline government payments to suppliers.
To ensure everyone can benefit from digital transformation, we have strengthened digital inclusion across WA. Improved connectivity in regional and remote communities is expanding access to essential online services, while in person support trials through the ServiceWA Digital Assist Kiosks are helping people build the confidence and skills they need to navigate digital channels safely and successfully. These efforts are just a snapshot of the work the WA Government is doing to reduce barriers to participation in the digital landscape, ensuring that Western Australians – regardless of location, ability or digital capability – can access services in ways that work for them.
Our next phase is about building on this momentum. This Strategy enables us to turn strong foundations into consistently great experiences for every Western Australian, powered by collaboration across government, industry and community partners.
