Scheme Eligibility Requirements

Eligible Participant

An eligible Scheme (Rebate and/or Loan) participant must:

• be a permanent resident of Australia;
• be 18 years of age or over;
• be a Synergy or Horizon Power customer;
• be able to verify their identity; and
• have evidence of a supply agreement for an eligible good. 

Eligible Good

The Scheme is available for new, additional and replacement Eligible Goods, with a usable battery capacity of at least 5.0 kilowatt hours (kWh).

Eligible Goods must:

• be included in either the Horizon Power or Synergy Supported Solution List depending on the GTE engaged in the battery installation;
• be included in the Clean Energy Council's list of approved batteries and inverters;
• for Synergy customers, the Eligible Goods must comply with:
  • Western Power's Basic Embedded Generation Connection Technical Requirements as published on the Western Power website from time to time;
  • Synergy's Distributed Energy Resources Functionality Requirements as published on Synergy’s website from time to time; and
  • Synergy's DER Installation Handbook as published on Synergy’s website from time to time,
• For Horizon Power customers, the Eligible Goods must comply with Horizon Power's Technical Requirements as published on Horizon Power's website from time to time.

Eligible Property

An eligible Scheme (Rebate and/or Loan) Property must have Eligible Goods installed in a residential property which:

• is geographically located within Western Australia;
• is either a standalone residence or a unit titled property and in the case of a unit titled property, the applicant must have all necessary approvals to install the relevant Approved Goods including from the owner's corporation; and
• Not be majority owned by government, banks, telecoms, or mining companies; and
• must be used predominantly for residential purposes - properties with a home business may be eligible provided the property is predominantly used for residential purposes; and
• must have an ongoing internet connection as determined by the GTEs during their standard BESS testing; and
• be either:
  • owned by the applicant (regardless of whether it is subject to a mortgage) as its primary residence or as an investment property leased to a long-term tenant (provided the applicant has received the consent of the tenant to install the relevant Approved Goods); or
  • rented by the applicant (who has obtained the prior written consent of their landlord to install the relevant Eligible Goods).

Rebate Administration

Rebate Payments

Rebates are to be:

• Paid on a $/kWh basis, up to a maximum kWh cap as follows:
  • $380 per kWh of storage capacity for Horizon Power customers up to a maximum of $3,800;
  • $130 per kWh of storage capacity for Synergy customers up to a maximum of $1,300;

Rebates are payable per usable battery capacity (kWh) up to 10.0 kWh. Battery Energy Storage Systems (BESS) that exceed the relevant caps are still able to receive the rebate amount up to the cap.

Rebates are only eligible for BESS that:

• have a usable battery capacity(kWh) of at least 5.0 kWh and;
• are limited to one per property.

Rebate values will be capped at 10kWh. Any BESS with a usable capacity larger than 10 kWh will be eligible to receive:

• $1,300 for Synergy customers; or
• $3,800 for Horizon Power customers.

Rebates are non-transferable and cannot be applied retrospectively for systems purchased before the commencement of the Scheme (1 July 2025).

Expiry of rebate or loan after conditional approval

A six-month time window will be granted between an application being submitted and conditional approval being received and an installation occurring for settlement. 

In the event that the six-month period has lapsed, the Participant will have to re-apply for the rebate/loan prior to installation.

Virtual Power Plant (VPP) Requirements       

Rebates and Eligible Participant Loans are only available to applicants that join a VPP product and enter into applicable VPP contracts.

If an Eligible Participant is a Synergy customer, they must choose a VPP product offered by Synergy or an alternative VPP supplier that meets the criteria as published by the WA Government from time to time. Eligible alternative VPP products are listed on the Energy Policy WA website.

If an Eligible Participant is a Horizon Power customer, they must join a VPP product offered by Horizon Power. 

Loan Administration

No-interest loan parameters

The Loan parameters include:

• the loan amount is to be at least $2,001 and the total amount loaned to a Loan Participant is not to exceed $10,000.
• loans are provided over a minimum loan term of three years and a maximum 10-year term.
• no interest is charged on the loan and this is fixed for the entire term of the loan;
• except for Late Fees, no fees or charges are charged in relation to the loan including for early repayment;
  • The late fee is a fee of $10 charged by Plenti to the Eligible Loan Participant for each week that a loan account of a Loan Participant under an Eligible Participant Loan Agreement is in arrears, subject to a cap of $120 in each 12-month period commencing on the Settlement Date.
• no security or guarantee is taken in relation to the loan.

To be eligible for a Loan a Participant must:

• have a household gross annual income of less than $210,000 AUD - household gross income will be verified through a review of the Loan Participant’s income tax return for the tax year ended 2025 and up to 18 months prior.

The loan amount must be for no more than the total purchase price (plus installation costs) of the relevant Eligible Goods less the Rebate amount.

The loan amount plus the Rebate amount must not exceed the purchase price and installation costs of the Eligible Goods being purchased. 

Battery Vendor Accreditation

Scheme Financial and Operational Requirements

• The Vendor must operate in Western Australia and have a Western Australian business address.
• The Vendor must be solvent and their credit file in good standing.
• The Vendor must have sufficient insurance and will be required to provide Plenti with Certificates of Currency for insurance to confirm professional indemnity and public liability.
• The Vendor must have no evidence of phoenix company activity.

Vendors shall provide Plenti with all necessary Company and Accreditation Applicant information including but not limited to Business Details, Principal Director details, Proof of Public and Professional indemnity, Bank details, invoice templates and bank statements as well as agree to all scheme declarations as part of the Accreditation Application form.  

Vendor Competency and Safety

• The Vendor is required to comply with all applicable laws, regulations, standards and codes relating to work health and safety
• The Vendor must demonstrate appropriate sub-contractor management and controls.
• The Vendor must be an approved seller under the New Energy Tech Consumer Code (NETCC) or otherwise agree to become an approved seller within three months of becoming an Accredited Vendor, provide proof of application to become a NETCC approved seller as part of the Vendor Accreditation Application and agree to comply with NETCC practices during that three-month period;
  • A NETCC accreditation search will be completed to verify that the Vendor is NETCC accredited.
• Vendors shall only supply equipment in accordance with the CEC Approved Battery and “Approved Inverter list”.
• Accredited Vendors must provide National Police Clearance certificates upon request by Plenti.
• Accredited Vendors of Eligible Supply within Synergy’s Connectivity Area must comply with:
  • Synergy's Distributed Energy Resources Installation Handbook as published on Synergy’s website from time to time; and
  • Synergy's Distributed Energy Resources Functionality Requirements as published on Synergy’s website from time to time; and
  • Western Power's Basic Embedded Generation Connection Technical Requirements as published on the Western Power website.
• Accredited Vendors of Eligible Supply within Horizon Power's Connectivity Area must comply with Horizon Power's Technical Requirements as published on the Horizon Power website from time to time. 

Vendor Reputation

Vendor reputational requirements include:

• disputes must be well managed and must not indicate systemic problems (evidenced by online search);
• online customer reviews of the Vendor must show, in Plenti’s assessment, satisfactory levels of service;
• no adverse media reports of the Vendor in relation to customer feedback, quality of service or products, legal proceedings, prior related ventures, which are deemed sufficiently material to cause concern regarding the Vendor’s ability to meet its legal and/or contractual obligations under the Scheme;
• no current, prior or anticipated regulatory investigations of the Vendor, its director(s), shareholder(s) (where the Vendor is not a listed company, or any Related Entities by any regulator, including the Clean Energy Regulator, the Australian Competition and Consumer Commission or any state fair trading agency which is determined by Plenti to be sufficiently material to cause concern regarding the Vendor’s ability to meet its legal and/or contractual obligations under the Scheme;
• none of the Vendors, its director(s), shareholder(s) (where the Vendor is not a listed company), or any Related Entities have been rejected from, declined accreditation with or had their accreditation suspended by any similar State or Federal run Schemes (including renewables, solar and or battery subsidy schemes or any other like programs), including but not limited to any decision, determination or view that they are ineligible to participate under such schemes or programs due to matters concerning their reputation, competency or resourcing capabilities, and where such matters are deemed by Plenti to be sufficiently material or are of such a nature that the Vendor is unsuitable to participate in the Scheme. 

Installer Requirements

Contracted or sub-contracted installers engaged with the Scheme are required to operate within the following obligations in order for a BESS installation to be eligible for a Rebate:

• be reputable and have the necessary qualifications, skills and experience to install the Eligible Goods safely and in accordance with all applicable Laws, the Supply Agreement and the Scheme requirements;
• be a licensed electrician;
• hold a Grid Connected Battery Systems accreditation with Solar Accreditation Australia;
• act in accordance with relevant industry standards and practices including those published by Building and Energy Western Australia;
• comply with the following technical requirements where the Installer is operating within Synergy’s Grid Connected Area:
  • Synergy's Distributed Energy Resources Installation Handbook as published on Synergy’s website from time to time;
  • Synergy's Distributed Energy Resources Functionality Requirements as published on Synergy’s website from time to time; and
  • Western Power's Basic Embedded Generation Connection Technical Requirements as published on the Western Power website from time to time,
• where the Installer is operating within Horizon Power’s Grid Connected Area complies with Horizon Power's Technical Requirements as published on the Horizon Power website from time to time; and
• provide National Police Clearance certificates upon request by Plenti.
