Fuel Security: Industry information on fuel security in Western Australia

The State Government is working closely with the Australian Government and industry to support a coordinated national approach to fuel security and distribution impacted by the ongoing global fuel shock. While global factors may influence fuel markets, measures are in place to help manage potential impacts in Western Australia. 

Fuel, Energy and Power Resources Act

The WA Government has issued orders to the fuel industry to share information on their fuel supply chains, using emergency powers under Section 43 of the Fuel, Energy and Power Resources Act, effective from 2 April 2026.   

These powers have been issued because of:  

  • the global disruption caused by the ongoing global fuel shock, which is affecting the distribution of fuel across the State.  
  • the shortages of fuel in regional communities, particularly in the agriculture sector and smaller mining companies caused by these challenges. 

This measure will improve visibility of the fuel supply chain, helping ensure fuel is distributed where it is needed most. 

It is a targeted action to support coordination and information sharing, following inconsistent reporting across the sector. 

These powers are limited to this Act and are not the same as a State of Emergency under the Emergency Management Act.

Industry support  

An Industry Support Working Group (ISWG) is in place, to develop targeted measures to support local businesses, strengthen our supply chain resilience, and reduce pressure on Western Australian households. 

Fuel disruptions globally have been felt across Australia, affecting many industries - some more visible than others. 

From ridesharing to freight, and across many other sectors, businesses are experiencing the impacts in different ways. 

The WA Government is working closely with industry to support those affected. 

Fuel industry 

Fuel retailers play an important role in Western Australia’s fuel security and distribution. The WA Government is working closely with fuel suppliers to support a stable and reliable supply across the State, including in regional communities.  

FuelWatch helps retailers, wholesalers and oil companies comply with legislative obligations.   

FuelWatch has now expanded to include every fuel retailer across WA (adding over 210 extra retailers) and reporting of fuel outages is also mandatory. Increased fines for retailers charging incorrect prices are now in place.

Aviation 

The WA Government is supporting airlines and regional communities as fuel costs fluctuate. 

To keep air travel affordable and maintain essential services, the Government is: 

  • Supporting critical intra-regional routes by covering additional fuel costs for low-demand services 
  • Helping airlines continue operating key regional connections across WA 

Supported routes include: 

  • Derby–Broome (Aviair) 
  • Broome–Fitzroy Crossing–Halls Creek (Aviair) 
  • Kununurra–Halls Creek–Balgo (Aviair) 
  • Kununurra–Kalumburu (Aviair) 
  • Geraldton–Karratha–Port Hedland–Broome (Nexus inter-regional network) 

These measures will support local industries as well as ensure regional residents can continue to access affordable air travel.

Transport 

Rising fuel costs and global disruptions are affecting freight operators across Western Australia, with impacts felt differently across supply chains and industries. 

To help ease these pressures and keep essential goods moving, the WA Government is working closely with industry and has introduced a range of targeted measures. 

These include: 

  • Larger triple-trailer road trains are permitted to travel closer to Perth along Great Northern Highway to improve fuel efficiency and productivity.   
  • Road trains are permitted for heavier loads carrying up to an additional 10 tonnes per load to bring more petrol, diesel, fertiliser, lime and lime sand to regional WA.   
  • Freight operators with accredited trucks, road trains and milk tankers will be able to transport up to an additional 10 tonnes per load where conditions allow when transporting milk and perishable goods.   
  • Backing critical regional freight routes, including intra-regional and inter-regional networks.
  • The Australian Government have reduced the Heavy Vehicle Road User Charge to zero for three months from 1 April.   

These measures aim to reduce costs for operators, minimise truck movements, and support the continued delivery of essential goods such as food, medicine and fuel to Western Australians.

Mining 

Fuel costs and supply disruptions are creating challenges for Western Australia’s exploration and mining sector, with impacts varying across projects and regions. 

The WA Government is providing targeted support for companies affected by fuel security issues. 

This includes: 

  • allowing exemptions from minimum expenditure requirements on mining and exploration tenements 
  • assessing exemption requests on a case-by-case basis, where fuel-related impacts can be demonstrated 

Minimum expenditure requirements remain an important part of WA’s mining system, supporting active exploration and development.

Food relief services support  

A support package will help the food relief sector to ensure they can continue to deliver critical services for vulnerable communities across WA.  

As part of the funding, major food relief providers Foodbank, OzHarvest and SecondBite will receive $500,000 each to subsidise their freight, logistics and supply costs. 

A food relief grants program is now available, which will assist food relief organisations with existing programs to continue to support their local communities. The grants program will be delivered by the WA Council of Social Services (WACOSS). For more information and to apply visit the Food Relief Grants Program on the WACOSS website.
