The Road Trauma Trust Account (RTTA) works within the State Budget Process, which means available funding changes. We will be able to work with you to develop your application in line with available funding.
1. What is the Driving Change strategy?
The Driving Change strategy is the framework used to guide WA’s road safety journey from 2020-30 to reduce the number of people fatally, severely or seriously injured by 50 to 70% by 2030.

2. What is the Driving Change action plan?
Every two years, the Commission releases the Driving Change action plan. The plan for 2024-26 details key priorities and actions that will take place to move the state towards the goal of reducing road trauma by 2030.

3. Who administers the RTTA fund?
The RTTA is administered and managed by the Road Safety Commissioner (the Commissioner) under the Road Safety Council Act 2002 (WA) s.12(5).
4. Where does the money from the RTTA come from?
All money from prescribed penalties under the Road Traffic (Administration) Act 2008 (WA) are paid into the RTTA. These funds are primarily those paid from Road Safety Camera infringements.

6. What kind of projects receive funding?
6.1 New project proposal
This paperwork should be submitted when you want funding for a new submission.
6.2 Carryover and variation request
If you are currently receiving, and circumstances have changed, you should submit a cost pressure and variation of funding form for the following reasons:
- If you wish to carry over unspent funding
- If you have a request to change the scope and/or scale of the project
- If your project has cost pressures (e.g. an increase in wages, CPI indexation)
- If your project needs a variation to current funding to meet demand
6.3 Yearly project plan
This plan is required on a yearly basis to provide a clear scope of work for the financial year.
7. Project eligibility
All public sector agencies and any entity (community, peak body or private sector) are eligible to submit proposals seeking funding from the RTTA.
To be eligible to receive funding, the project must comply with the Act’s, legislated requirements:
- As per s.5(a)(i) a project must improve the safety of roads in WA
- As per s.5(a)(ii) the project should aim to reduce the deaths of people, injuries to people, and the damage to property, resulting from incidents occurring on roads in WA.
All proposals are evaluated for eligibility against a merit-based framework and prioritised for consideration using the strategic framework of the Driving Change Strategy.
8. What activities are not eligible for funding under the RTTA?
Under the Act, the Minister makes the decision as to what is eligible to receive funding. We advise that if you have questions regarding eligibility, please contact the Commission in the first instance. However, the following are largely ineligible:
- Maintenance projects – there must be a safety benefit upgrade
- Funding for functions that are business as usual that have no clear benefit to road safety.
- Ongoing FTE positions that are constrained by the State Budget.
9. What should I consider when submitting my project?
Your proposal should consider and articulate the following:
- What road safety benefit your project will deliver.
- How your project aligns with the Driving Change Road Safety Strategy and Action Plan.
- A clear program logic that considers metrics for reporting progress.
10. How much can I apply for?
Although there is no limit on amount a proposal may request, funding is limited by the amount available from the RTTA, other competing priority projects, and potential for funding opportunities from other organisations (e.g. Commonwealth). Please contact the Commission if you have questions regarding available funding.
11. How do I apply?
All applications must be submitted through the online portal. Forms become available as submissions open.
The portal will provide guidance on navigating and completing the application.
Before you submit, make sure you have the endorsement of both your Chief Financial Officer (or equivalent) and your representative on the Road Safety Council.
12. Can I submit more than one application?
Yes, an organisation can submit any number of eligible funding requests.
13. What happens if there are multiple sources of funding?
If money is requested from the RTTA, it is expected that funding sourced from other sources is declared on the application form. This ensures transparency and accountability from both the applicant and the administrators of the RTTA.
14. What is the assessment process?The assessment process is as follows:
- Applications received by due date and time will receive a confirmation email from the Commission.
- Eligibility check completed by the Commission following closure of process.
- The Commission evaluates the application against merit-based criteria and will prioritise based on weighted score, providing outcome to the Road Safety Council (the Council).
- The Council convene to review submissions and provide recommendations to the Minister for Road Safety (the Minister).
- Funding is submitted for budget consideration or mid-year review by the Minister.
- Following Ministerial Determination, applicants are notified of outcome by letter.
15. If I am successful, when will I receive the funding?
Following approval and submission of approved Project Plan, the applicant will submit quarterly invoices, which will then be paid from the RTTA fund.
16. What are the reporting requirements for funding?
There are three types of reporting requirements for funding:
- RTTA yearly project plan
- Either a Monitoring and Evaluation Plan, or a Service Level Agreement, dependent on the nature of your application (RSC will advise).
- Quarterly reports (Q1, 2, 3 and 4) or performance reports (RSC will advise).
- Final report (conclusion of project).
All reports must be submitted 15 days post the closure of a quarter. All reports must be approved before invoices can be paid. Reporting requirements may differ dependent on the type of funding being requested. All reporting requirements will be clarified following approval of funding.
17. Am I required to engage in monitoring and evaluation?
Yes. Monitoring and evaluation requirements will differ dependent on the type of funding. Expectations will be clarified following approval of funding.
