To apply for a new Collector Licence, you will need to:

  • Provide a completed firearm authority health examination; and
  • Provide a completed mandatory firearms safety training course which includes;
    • Theory Training (via TAFE)
    • Practical Training (via an Approved Practical Trainer)
  • Provide a completed Firearms Identification and Serviceability Certificate
  • Provide a detailed submission explaining why you believe that you qualify as a student of arms
  • Provide evidence that you are a current member of an approved society of firearm collectors
  • Provide information about the firearm’s significant commemorative, historical, or thematic value
  • Provide evidence that you meet the relevant Storage Requirements
  • Complete the process outlined below

STUDENT OF ARMS

A student of arms is someone who can demonstrate a prolonged and genuine interest in the study, preservation or collection of firearms.

APPROVED SOCIETY OF FIREARM COLLECTORS

There are currently 5 approved societies of firearm collectors. They are:

  • West Australian Military Heritage Society SSAA
  • The Western Australia Arms & Armour Society (Inc.)
  • Historic and Antique Firearm Research Association (Inc.)
  • AllGuns Historical Collectors Society Pty Ltd
  • Western Australian Student of Arms Society Incorporated

Note:  Membership with an approved society of firearm collectors does not automatically qualify a person as a student of arms.

 

SECURITY & STORAGE

Should your current storage and security arrangements be ineligible for grandfathering, you will be required to provide evidence of upgraded storage and security before your licence can be issued.

If you do require upgraded storage and/or security, you will need to email your completed Storage Statement to FirearmsProject@police.wa.gov.au referencing your licence number.

Please consult the storage matrix below to determine the storage and security requirements that apply to your circumstances. It should be noted that your storage requirements are determined by the number and type of firearms on your licence, plus any other firearms registered to your storage location.

FIREARM SUITABILTY REQUIREMENTS

Category A & B Firearms

In order for a Category A or Category B firearm to be licensed on a Collector Licence, the Commissioner must be satisfied that the firearm has:

  • Significant Commemorative Value; or
  • Significant Historical Value; or
  • Significant Thematic Value

Category C Firearms

In order for a Category C firearm to be licensed on a Collector Licence, the Commissioner must be satisfied that the firearm:

  • Has Significant Historical Value; and
  • Is not a replica of a firearm

Category H Firearms

In order for a Category H firearm to be licensed on a Collector Licence, the Commissioner must be satisfied that the firearm:

  • Was not manufactured within the preceding 50 years; and
  • Has Significant Historical Value; and
  • Is not a replica of a firearm

Notes:

  • A Collector Licence (Firearms) cannot apply to a firearm that could use ammunition to which a Collector Licence (Ammunition) held by the same person applies.
  • A Collector Licence cannot apply to a prohibited firearm or a Category D firearm.
  • A Collector Licence cannot apply to a major firearm part for a prohibited firearm or a Category D firearm.

Form Purpose

Firearm Details Collector LSF299A  Use this form if your Collector licence application does not have enough space to list all the firearms you are applying for. This form supplements the Collector application form and lets you add extra firearms.

Permission to Privately Purchase Firearms LSF10

Use this form if you are privately buying a firearm at the same time as applying for your licence. It lets WA Police assess and approve the private purchase as part of your application.

Permission to Privately Purchase Firearms Addendum LSF10A

Use this form only if you are lodging LSF10 and need extra space to list more firearms than the main LSF10 form allows. This form supplements LSF10.

Storage Statement LSF12

Use this form to show how your firearms will be safely stored. Every new applicant must meet WA’s secure storage requirements.

Identification Certificate Firearms LSF129

Use this form to provide proof of identity for your firearms application. This form is required for all licence types, including new Collector applicants.
Permission to Co-license Firearms LSF9 Use this form if you wish to co-license a firearm with another person. It lets WA Police assess and approve co-user permission as part of your application.
