eNotice has a number of ‘smart’ features to minimise time and effort to fill out forms, such as address validation, and automatic entry of plumbing contractor and company details.
On lodgement of a notice, eNotice will send (by email) a copy of the notice to you, as well as the customer, as long as the customer’s email address has been provided by you.
The system is accessible on mobile devices such as smart phones and tablets (as well as desktop computers) on a 24/7 basis. However, it requires connection to the internet.
Obligations
The submission of work notices is a requirement of the Plumbers Licensing and Plumbing Standards Regulations 2000.
It is the responsibility of the person completing the Certificate of Compliance to ensure that the work specified complies with the Regulations.
Registration
You will need your licence number and the email address registered with Building and Energy.
Enter your details and request a security code. We will send a one-time security code to your registered mobile number or email address. Once you enter the security code, a password which conforms to the minimum requirements, and agree to the Terms and Conditions, you will receive a confirmation email with your User ID to your registered email address. You can then login and use eNotice.
The use of eNotice is subject to a number of terms and conditions which must be acknowledged and accepted when registering.
Set up your account
Once you have logged into eNotice, it is worth taking the time to check contact details for your licence. These details are used to automatically fill the form and cannot be changed when submitting the notice.
Check that the information stored under ‘My details’ is correct. If you need to change this, select ‘Change contact details’. You will be redirected to the Building and Energy online change of contact details gateway.
Multiple users
You may register other users on your account to draft or lodge eNotices. Under ‘User Management’ you may add or delete employees, such as office staff or trades persons who can create a draft eNotice on your behalf.
There is no limit on the number of users you can register. However, you are responsible for managing the users on your account and for assigning a specific role (draft, create or user management) to each user.
Submitting plumbing eNotices
There are 4 types of notices:
- Notice of Intention (NOI)
- Notify Drainage Work Completed
- Certificate of Compliance (COC)
- Emergency NOI/COC
The system automatically fills fields based on licensing details, meaning you do not have to enter this information each time.
After logging into eNotice, you can lodge a new notice, save or complete a draft notice, lodge a new notice from an existing notice and view previously lodged notices.
The system will guide you through the form based on the information you enter. If you miss a required field the system will prompt you to complete it.
On lodgement of the form, a copy will be emailed to you, and the customer if their email address is supplied. If the customer’s email address is not supplied, it is your responsibility to provide a copy of the notice to the customer.
Notifying drainage work completed
Once the Notice of Intention has been lodged, regulation 70 requires notification of when drainage plumbing work has been completed, tested and is ready for inspection.
The Certificate of Compliance cannot be lodged until notification has been done.
The drainage diagrams must be uploaded either when the drainage work has been completed or when the Certificate of Compliance is lodged.
Payment of fees
If a notice being lodged has associated fees, they must be paid before the notice is accepted.
Fees can be paid by Mastercard or Visa credit card or debit card. Card details can be securely saved so that they do not have to be repetitively entered.
Lodged notices are placed in a shopping cart for payment. Payment can be done for one or more notices that are in the shopping cart.
Notice of Intention – Automatic Mutual Recognition (AMR) Plumbers
AMR plumbers undertaking the activities of a licensed plumbing contractor in WA must not carry out, permit, or arrange for major plumbing work to be carried out unless a notice of intention for the work has been submitted.
Notices of Intention/Certificates of Compliance are available for purchase by calling 1300 489 099 during Western Australia (WA) business hours Monday to Friday 8:30am to 4:30pm.
A notice of intention can only be submitted by the licensed plumbing contractor to whom it is registered. Incomplete or unreadable notices will not be accepted.
AMR plumber undertaking the activities of a licensed plumbing contractor who will be responsible for the work must complete, sign and date the notice prior to submission.
Payment of the new installation fixture fee must accompany the notice of intention where payment of this fee is required.
Where emergency plumbing work is carried out, the requirement to submit a notice of intention to the Board 24 hours prior to the work commencing will not apply. However, the notice is to be provided with the certificate of compliance within five working days of completion of the work.

Certificate of Compliance – AMR Plumbers
Within five working days of completing any major plumbing work, an AMR plumber undertaking the activities of a licensed plumbing contractor in WA must:
- complete, sign and date the certificate of compliance.
- provide the original certificate of compliance (yellow copy) to the Plumbers Licensing Board (the Board). Where drainage plumbing work is carried out a drainage plumbing diagram* must also be provided with the certificate.
- provide a copy of the certificate of compliance (blue copy) to the owner or occupier of the property where the plumbing work was carried out.
- where drainage plumbing work is carried out in non-sewered areas, provide a copy of the certificate of compliance (pink copy) to the local government authority. The local government authority may also require a copy of the drainage plumbing diagram; and
- retain a copy of the certificate of compliance (green copy) for six years.
* Please note licensed plumbing contractors are required to submit a drainage plumbing diagram when they are the responsible person for drainage plumbing work that involves the installation, alteration, or extension of drainage plumbing.
If for any reason an AMR plumber undertaking the activities of a licensed plumbing contractor in WA commences plumbing work but will not complete all work identified in the notice, the plumbing work carried out must be certified. To certify partial plumbing work completed in relation to that described on the notice of intention the plumber must accurately reflect the work that has been carried out by completing the reverse side of the certificate of compliance when submitting it to the Board.
If an AMR plumber undertaking the activities of a licensed plumbing contractor in WA submits a notice of intention to the Board but the plumber has not commenced and will no longer be responsible for carrying out any of the plumbing work specified in the notice, the contractor must withdraw the notice by completing the reverse side of the certificate of compliance and submitting it to the Board.
