eNotice is a web-based facility for the electronic lodgement of Preliminary Notices, Notices of Completion and Electrical Safety Certificates for electrical work.

eNotice has a number of ‘smart’ features to minimise time and effort. It has been developed to improve the efficiency of work notice processes and achieve cost savings for all parties.

eNotice:

  • Sends (by email) a copy of the lodged notice to you and the relevant electricity network operator.
     
  • Sends (by email) a copy of the lodged Electrical Safety Certificate to you and the relevant customer, as long as the customer’s email address has been provided by you.
     
  • has ‘smart’ features, such as automated data entry from meter data, address validation, and automatic entry of licensee details.
     
  • Reduces time and data entry by auto-filling sections of the Notice of Completion and Electrical Safety Certificate from previously provided information.
     
  • Is accessible on mobile devices such as smart phones and tablets (as well as desktop computers) on a 24/7 basis. However, it requires connection to the internet.

Obligations

Electrical Contractors must provide Preliminary Notices, Notices of Completion and Electrical Safety Certificates for electrical work as required by the Electricity (Licensing) Regulations 1991.

Preliminary Notices and Notices of Completion must be completed and provided to the relevant network operator or to Building and Energy (where there is no network operator).

Electrical Safety Certificates must be completed and provided to the person who requested the work.

It is the responsibility of the person(s) signing the Notice of Completion and Electrical Safety Certificate to ensure that the work performed is complete, safe and complies with the Regulations and relevant technical standards, including AS/NZS 3000:2018, Wiring Rules.

These are legal documents and every effort must be made to ensure they are complete and accurate prior to lodgement. Submitting a PN, NOC or ESC which is not duly completed is an offence under the regulations

A notice is not duly completed unless:

  • it describes clearly and accurately the electrical installing work to which it applies and states the address where that work was carried out and the date on which that work was completed;
     
  • it certifies that the electrical installing work to which it applies has been checked and tested and is safe and complies with these regulations; and
     
  • it is signed or executed by the relevant electrical contractor or its authorised employee (nominee - PN, NOC and ESC; authorised electrical worker – PN and ESC; other authorised staff – PN).

Electrical contractors must implement and maintain adequate systems and controls to ensure that they and all their staff correctly complete PNs, NOCs and ESCs before submission. 


Registration

To register, you need your licence number and the corresponding email address registered with Building and Energy.

Enter your details and request a security code. We will send a one-time security code to your registered mobile number or email address. Once you enter the security code, a password which conforms to the minimum requirements, and agree to the Terms and Conditions, you will receive a confirmation email with your User ID to your registered email address. You can then login and use eNotice.

The use of eNotice is subject to a number of terms and conditions which must be acknowledged and accepted when registering.

Authority for Electrical Workers

If you are not a nominee, your electrical contractor (employer) must assign the relevant authority for you to use eNotice for the work you perform. You must provide your User ID to the electrical contractor for this purpose.

Authorities that an electrical contractor can assign to an electrical worker are to:

  • Create draft Preliminary Notices, Notices of Completion and Electrical Safety Certificates; and
     
  • lodge Preliminary Notices and Electrical Safety Certificates. 

Set up your account

Once you have logged into eNotice, it is worth taking the time to check that your contact details are correct. These details are used to automatically fill the relevant sections on the forms and cannot be changed when submitting the Preliminary Notice, Notice of Completion or Electrical Safety Certificate.

Check that the information stored under ‘My details’ is correct. If you need to change this, select ‘Change contact details’. You will be redirected to the Building and Energy online change of contact details gateway.

Builders

If you regularly do electrical work for a builder, you can record their details under My Builders.

When lodging a Preliminary Notice, Notice of Completion or Electrical Safety Certificate you can select the relevant builder from your list and their details will automatically fill the required fields.


Electrical Logbook for mine sites

Applicants can apply for the eNotice Electrical Logbook for mine sites.

Benefits of the Electrical Logbook

  • Electronic recording and licensing details are linked to Building and Energy, removing paper from the environment.
  • Automated alerts for the EC/IH to acknowledge electrical installing work entries.
  • The eNotice Electrical Logbook is free and accessible using an online computer, or mobile device 24/7.
  • Entries and information safely recorded electronically assisting compliance with the legislative requirements.

Paper logbooks can still be used. However, it is intended that these will eventually be phased out.


Amending a lodged notice

Preliminary Notice (PN), Notice of Completion (NOC) and Electrical Safety Certificate (ESC) are legal documents and every effort must be made to ensure they are complete and accurate prior to lodgement.

Where an electrical contractor discovers (after submission or lodgement) that an error has been made, the eNotice can be resubmitted. In such a situation, the original notice cannot be cancelled. But, an electrical contractor can immediately notify the network operator/customer of this error by lodging an amended/corrected notice.

A lodged PN, NOC or ESC can be amended by any employee registered as an eNotice user and authorised by the electrical contractor to lodge that type of notice.

When an amendment is made, a copy of both the new lodged notice and the void original is sent to the electrical contractor and network operator.

The need to amend a lodged notice is the sole discretion of the electrical contractor. However, the following guidelines are provided to assist in making this decision.

Amendment of simple typographical errors is not necessary.

Preliminary Notices   

Amendment is recommended where the network operator should be made aware of a change, including when:

  • There is a significant change in scope of the planned work or a substantial load increase. (Minor changes to the scope of the work can be notified on the NOC).
     
  • The work does not proceed.
     
  • Two Preliminary Notices are accidentally lodged for the same work.

Notices of Completion and Electrical Safety Certificates

Amendment is recommended where it is discovered that a lodged NOC or ESC contains an error. For example:

  • the address where the work was carried out is not correct;
     
  • it does not clearly and accurately describe the electrical installing work to which it applies;
     
  • the date on which that work was completed is not correct;
     
  • the certification or compliance questions are not answered correctly;
     
  • the details of the electrical worker who carried out the testing and checking are not correct;
  • it was not lodged by the relevant person authorised to do so by the electrical contractor (i.e. nominee – PN, NOC and ESC; authorised electrical worker – PN and ESC; authorised administration staff - PN); or
     
  • it was lodged in error, such as duplication of a previously lodged notice (for the same work) or was submitted prior to completion of the work.

Note: Amendment of a Notice of Completion or a Safety Certificate is only possible within seven days of the original lodgement. Beyond this date, a new Notice of Completion or Safety Certificate needs to be lodged.

Amendment procedure

  1. In the main menu, select the “Past lodgements” option.
     
  2. Search for the previously lodged notice and click on the “Amend” icon.
     
  3. Confirm you wish to amend this particular lodgement.
     
  4. Select or enter the reason why the amendment is necessary, then click “Next”.
     
  5. The lodged notice details are displayed; any section can be modified as required by selecting the relevant “Amend” icon, or by moving between screens using the “Next” and “Previous” buttons. The amended notice can then be certified and lodged.
     
  6. The amended notice will be sent to the Network Operator.
     
  7. You will receive an email with copies of both the amended notice and the original notice marked “Void”, for your records.
