What is a Stretch Reconciliation Action Plan?
Show moreA Stretch RAP spans a three-year period and is focused on high-impact commitments based on defined measurable targets and goals. Reconciliation Australia has endorsed the Department to develop a Stretch RAP. This will incorporate valuable contributions from across the business areas to ensure a collaborative, Department-wide approach. Together, we aim to create a transformative impact that aligns with our commitment to reconciliation.
Expression of Interest (EOI) concept and artwork brief
We are looking for an Aboriginal and/or Torres Strait Islander artist who can create a unique and exclusive visual artwork piece for the Department that:
- represents the spirit of reconciliation in community;
- aligns with the Department’s vision, values, and services and represents the regions in which we operate in Western Australia;
- demonstrates artistic excellence and is innovative;
- can be supplied in both physical and digital format (file type to be discussed with successful applicant);
- can be finalised within agreed timelines; and
- include a certificate of authenticity upon completion before supplying to the Department.
EOI requirements
- Artist biography and contact details.
- Artistic statement outlining what reconciliation means to you (up to 500 words).
- Provide 2-3 examples of previous artwork (maximum 20MB).
- Ability to meet the timeframe (artwork to be completed by mid-April 2025).
The Department can support applicants in providing this information if required.
Project timeline
- Applications must be submitted by Friday, 14 February 2025. The shortlisted applicant will be contacted following the application deadline to discuss the proposed artwork brief.
- The Department will advise the successful artist and unsuccessful applicants by early March 2025.
- The successful artist to complete artwork including the supply of digital files by mid-April 2025. Final timelines will be provided to the successful artist in order to support the launch of our 2025 – 2028 Stretch Reconciliation Action Plan.

All EOIs must be received in full by the closing date. Late or incomplete submissions will not be accepted.
Artist commission fee
The project budget is up to $10,000 excluding GST. This will cover:
- Design and production of a physical piece of artwork.
- Design and production of the agreed high-resolution digital scan of the physical artwork (minimum 300 dpi), including any supplies and/or production costs.
- Use of the artist’s supplied biography (including the artist’s connection to an Aboriginal or Torres Strait Island Nation).
- Use of the artist’s supplied explanation or story outlining how the artwork represents the spirit of reconciliation throughout our services, local communities and the Department's mission and values.
- Initial briefing and regular process meetings with the Department.
- Final meeting to discuss how to extract the key elements from the artwork to maintain its meaning.
- Licensing for all future use and publication (in full or extract as per agreed artist direction and parameters) of the artwork by the Department in any publications and associated materials.
- Potential opportunity for media including, but not limited to, interviews and photo shoot/s.
Location dependent allowance may be possible to cover the shipping and handling of the physical artwork produced to transport the artwork to our Head Office in Perth, Western Australia. This will be discussed with the successful artist.
Eligibility
The artist must identify as Aboriginal or Torres Strait Islander, be an Australian resident and have a connection to an Aboriginal or Torres Strait Island Nation. Shortlisted artists may be required to provide confirmation of Aboriginal or Torres Strait Islander identity by signing a statutory declaration. The artist will be required to have an Australian Business Number (ABN). All designs and concepts must be authentic and original work of the artist submitting the design.
Evaluation process
EOIs will be evaluated by an internal selection committee based on the artist’s eligibility and response to the EOI requirements. Applicants will be advised of the outcome once the process is completed.
Terms and conditions
The commission of this artwork will be the subject of an Agreement specifying the terms of engagement between the artist and the Department and will include clauses that address, among other things:
- The artist must meet the eligibility requirements as an Aboriginal or Torres Strait Islander person.
- The Department is granted unrestricted use of the artwork for organisational purposes, including documentation, marketing and promotion. This includes the digitalisation of the artwork for use in polos, lanyards and other departmental materials.
- The artist will be provided with appropriate credit when the artwork is used by the Department.
- An acknowledgment that the grant of funds is full and final for the receipt of the artwork and there is no other expectation of further financial compensation.
- The artist will provide any special/cultural conditions or restrictions relating to the artwork or its use including colour and cropping considerations.
- The final artwork will be required in both physical artwork and a hi-resolution digital scan of physical artwork. We will work with the artist on the different sizes and formats required at the time of artwork selection.
