The exposure draft of the Tranche 5 Wholesale Electricity Market Amending Rules incorporates proposed changes to the Wholesale Electricity Market (WEM) Rules to continue the implementation of the WA Government’s Energy Transformation Strategy.

The exposure draft of the Tranche 5 WEM Amending Rules to implement new WEM arrangements includes draft amendments relating to:

  • Registration framework
  • Facility aggregation and disaggregation
  • Registration and deregistration processes
  • Standing Data
  • Grandfathering of Intermittent Loads
  • Non Co-optimised Essential System Services Framework
  • Determination of AEMO’s Allowable Revenue
  • The Reserve Capacity Obligation Quantity (RCOQ)
  • Reserve Capacity testing, monitoring and compliance
  • The 2022 Reserve Capacity Cycle and the introduction of the Network Access Quantities regime
  • Minor corrections to provisions related to outages
  • Minor changes to the Capacity Credits allocation process
  • Settlement calculations
