Welcome to the November Update

The Council continues to review and update its systems and processes for the implementation of the Registrations Standards 2025 (2025 Standards) from 1 January 2026. As part of this update, the Council is pleased to advise that the new RTO Application Forms for Initial Registration, Renewal of Registration and Amendment to Scope Applications are now available in the TAC RTO Portal.

To support RTOs in preparing their applications, RTO Self-Assessment Tools and Application Guides have been developed as well as step-by-step instructional clips for each application type.

While the new Application Forms can be accessed and populated via the RTO Portal now, Applications cannot be submitted using the new forms until 1 January 2026.

Key Dates:

  • 31 October 2025 – Application forms, Self-Assessment Tools, Application Guides, and instructional clips available on the TAC RTO Portal.
  • Until 31 December 2025 – RTOs must continue to submit applications against the Standards for Registered Training Organisations 2015 (Standards for RTOs).
  • From 1 January 2026 – Applications must be submitted against the 2025 Standards and can be submitted via the TAC RTO Portal. Applications against the Standards for RTOs (2015) will no longer be accepted.

VET Student Support - Outcome Standards 2.1 and 2.2

This 1 hour webinar guides RTOs through the requirements of Outcome Standards 2.1 and 2.2 of the 2025 Standards, focusing on the critical steps that must occur before enrolment.

Updated Fact Sheets

The following Fact Sheets, aligned with the 2025 Standards, are now available:

  • Recognition of Prior Learning - This Fact Sheet outlines practical strategies to implement RPL in line with Outcome Standard 1.6 of the 2025 Standards.
  • Awarding Credit - This Fact Sheet provides guidance to RTOs on when it is appropriate to award credit for units of competency and/or modules, and considers credit in relation to training product revisions and changes that can occur over time.
  • Supporting Student Wellbeing, Diversity and Inclusion -This Fact Sheet provides guidance on Outcome Standards 2.5 and 2.6 of the 2025 Standards, which focus on learning environments that promote and support the diversity, inclusion and wellbeing of VET students.
  • VET Student Support-Information, Enrolment and Suitability of the Training Product - This Fact Sheet outlines the responsibilities of RTOs under Outcome Standards 2.1 and 2.2 of the 2025 Standards, focusing on providing accurate course information, supporting informed student enrolment decisions, and ensuring the suitability of training products.

Overdue Reporting Requirements

Mandatory Reporting Requirements

The Council reminds all RTOs that the following reporting obligations are now overdue and must be completed immediately to maintain compliance:

  • Annual Declaration on Compliance (Standard 8.4)
    Due 30 September 2025 – Submit your declaration for the 2024/2025 financial year via: Annual Declaration 2024-2025
  • Quality Indicator Data
    Due 30 June 2025 – This data must include summary feedback from both students and employers. Under Standard 7.5 of the Standards for RTOs (2015) and from 1 January 2026, in line with the requirements of the VET quality framework (data provision requirements) and under Outcome Standard 4.4 of the 2025 Standards, RTOs must systematically monitor and evaluate their operations and have mechanisms in place to lawfully collect and analyse data including any feedback received from students, staff, industry, VET regulators, State and Territory training authorities and employers of current or former students. Accredited Course Owner Survey

(only applicable to Accredited Course Owners)

Focus on Quality Article: VET Student Support Outcome Standards 2.1 & 2.2

Quality vocational education and training (VET) begins with student’s informed choices and appropriate enrolments. The 2025 Standards emphasise this through Outcome Standards 2.1 and 2.2, which work hand-in-hand to ensure students receive accurate information and are enrolled in training that suits their needs and goals.

Outcome Standard 2.1 – Providing Clear and Accurate Information

Before enrolment, students must have access to clear, accurate, and timely information about the training product. This includes:

  • Course content, structure, and delivery mode.
  • Assessment requirements and expected workload.
  • Any licensing or regulatory obligations linked to the qualification.
  • Fees, payment terms, and refund policies.

Transparent communication about the requirements of the course empowers students to make informed decisions and sets realistic expectations. It also reduces the risk of misunderstandings and complaints, strengthening trust between RTOs and students.

Outcome Standard 2.2 – Confirming Suitability of the Training Product

Once students have the right information, RTOs must ensure the training product is suitable for them. For the students this involves the RTO:

  • Assessing Language, Literacy, Numeracy and Digital (LLND) skills.
  • Considering prior learning and experience to avoid duplication.
  • Identifying support needs early, including reasonable adjustments and inclusive practices.
  • Documenting the decision-making process for compliance and quality assurance.

Suitability checks are not just a compliance requirement, they are a quality measure that improves student success, reduces attrition, and enhances the reputation of the VET sector.

Extensions to Accredited Courses

At the October and November 2025 meetings, the Council agreed to extend the following accredited courses:

31 January 2026 for the

  • 52860WA Certificate I in Industrial Skills (Entry Level Training)

30 June 2026 for the

  • 52863WA Course in Management of Licensed Premises

Office Closure

Please note that the TAC Secretariat will be closed for a short period from 25 December 2025, reopening on Friday 2 January 2026.

Other important updates

Cybersecurity incident

TAC is aware the recent cybersecurity incident with VETtrak is currently being investigated and that relevant authorities have been made aware of the situation.

Until further advice has been provided, please ensure that processes for issuance of certification are in accordance with the Australian Qualifications Framework and all reporting requirements are aligned to the Standards for Registered Training Organisations 2015.

NCVER's Survey of VET Teaching Experiences

NCVER is undertaking a survey of Australian VET teachers, trainers or assessors to explore:  

  • What student behaviours, attitudes and circumstances VET teachers observe that impact their teaching and student learning.  
  • How student behaviours impact teachers’ wellbeing and ability to teach.  
  • What professional development has been, or would be, helpful for teachers to better support their students.  

The Survey of VET Teaching Experiences is open now and takes approximately 15 minutes to complete. Access here:
