The Waste Disposal and Recycling Services Common Use Arrangement (CUA) aims to maximise recycling and minimise waste going to landfill.

With pre-negotiated pricing, this CUA allows you to buy without calling for quotes or tenders - and at great rates.

We aim to continuously improve the services we provides to customers and welcome feedback on the level of satisfaction experienced under this contract or with the contractor(s) performance. If you are dissatisfied with the goods and/or service provided by the contractor or have any specific concerns, these should be discussed in the first instance directly with the contractor.

This CUA has five categories:

  • Category A: Total Waste Management Services
  • Category B: Medical or Clinical Waste
  • Category C: Sanitary Waste
  • Category D: Office Paper Recycling
  • Category E: ICT Equipment Disposal (E-Waste)

The following services/ locations under this CUA are mandatory

Categories A to E in the Perth metropolitan region for state agencies.

 The following services/locations under this CUA are non-mandatory

Locations adjacent to the Perth metropolitan region.

Where the CUA is non-mandatory, you may:

  • with contractor agreement, purchase under the applicable Category from a CUA contractor; or
  • purchase outside the CUA, and in accordance with the Western Australian Procurement Rules and Buy Local policies. 

Excluded:

          Waste disposal and recycling services in regional WA

  • Purchase outside the CUA, and purchase in accordance with Western Australian Procurement Rules and Buy Local policies. 

Before you buy, also check your purchase falls within your organisation's procurement policies.

In accordance with Western Australian Procurement Rules, you can buy outside of this CUA and source directly from an Australian Disability Enterprise (ADE) or Aboriginal Business.

The Disposal Guideline assists State agencies disposing of goods and resources that may have public benefit or retain some financial value.

For the avoidance of doubt, State Agencies can have arrangements separate to this CUA for:

  • any recyclable waste to be collected free of charge
  • payment for any recyclable waste
  • the sale or donation of any unwanted items or waste.    

This includes using the Containers for Change initiative (discussed below).

Western Australian Procurement Rule E4 requires State agencies to dispose of goods ethically, equitably efficiently and safely and in a manner that maximises a value outcome for government.

Where possible State agencies should preference the disposal options (in the following order) to keep materials and energy circulating in the economy for as long as possible:

  • re-use;
  • reprocessing;
  • recycling; or
  • recovering energy from waste.

Containers for Change

Offering agencies a financially and socially viable method for container disposal Containers for Change can help agencies meet their Waste Avoidance and Resource Recovery (WARR) Strategy objectives.

Containers for Change pays 10-cents apiece for eligible drink containers and has successfully diverted 1.9 billion containers from landfill. 

Most aluminium, glass, plastic, steel, and liquid paperboard drink containers that are 150ml to 3 litres are accepted, which can include:

  • single-serve soft drink and alcohol containers
  • flavoured milk containers, and
  • fruit and vegetable juice containers.

Agencies can deliver containers to collection depots themselves or, in keeping with WA Procurement Rules, can arrange container collection services via community service providers and suppliers. Some CUA WAS2016 contractors provide this service. 

Agencies can use the financial return in many ways, including charity donation, local fundraising and offsetting against waste costs.

The General Conditions of Contract (August 2012) applies to this arrangement.

 

Category A: total waste management services

A summary of the waste streams offered under Category A is shown below. Refer to the Price Schedule to see a detailed list of all the waste streams that are offered under this category.

If you have a waste stream not listed in the Price Schedule then contact the Category A contractors to enquire further.

General waste

Non-recyclable waste sent to landfill.

Recycling

Including plastics, paper, cardboard, glass, aluminium, green waste, food organics, scrap metal, timber, fluorescent lights, batteries and grease trap.

Medical/clinical waste

Includes disposal of clinical, pharmaceutical, anatomical and cytotoxic waste through incineration, chemical treatment, autoclaving and shredding.

Operating room plastics recycling is included under this category because these materials must be passed through a wash process, similar to autoclaving, prior to recycling.

Users of these services should refer to the Department of Health Code of practice and related waste management

Waste compactors

Compactors are available through leasing arrangements with contractors. Specific requirements must be discussed directly with your preferred contractor.

On-site and other services

Contractors offer a complete person-on-site waste management service (including bin cleaning and bin rental services).

On-site personnel will perform services and keep records of waste collected and disposed on behalf of the customer.

Other waste services include septic waste treatment and building and construction waste.

Category B: medical or clinical waste

Medical/Clinical waste services and operating room plastics recycling, are offered under both Category A and B.

Customers seeking to use a single waste contractor for all services on site can purchase through Category A.

If you wish to have a separate contractor for medical/clinical waste services then these services can be purchased through Category B.

Includes disposal of clinical, pharmaceutical, anatomical and cytotoxic waste through incineration, chemical treatment, autoclaving and shredding.

Operating room plastics recycling is included under this category because these materials must be passed through a wash process, similar to autoclaving, prior to recycling.

Category C: sanitary waste

Disposal of sanitary and nappy waste. Servicing options include:

  • In-cubicle bin exchange service (provided by Cannon Hygiene)
  • In-cubicle servicing which includes exchanging the bin liner and sanitising the bin (provided by Initial Hygiene).

Category D: office paper recycling

This category includes collection of 240L blue bins (non-confidential) from both centralised and de-centralised collection points within any customer’s site, including individual floors of office buildings.

Confidential bins (paper shredding) are serviced through CUAREC2015.

Category E: ICT equipment disposal (e-Waste)

This category provides a recycling service for the disposal of end-of-life ICT equipment (e-waste).

It includes solutions for the sanitisation and destruction of storage media in your ICT devices.

Contractors can organise pick-up from your premises or you can organise your own transport to the contractors’ premises.
The Disposal Guideline encourages you to consider various methods of disposal of your unwanted ICT equipment.

Out of scope activity

Confidential records and office paper (removal and disposal)

Confidential records including paper (for shredding) and multi-media is managed through CUAREC2015 – Storage, Retrieval, Destruction and Digitisation of Paper and Electronic Records.

Other types of waste

Please consider the Disposal Guide before disposing of unwanted items like furniture and household appliances through this CUA. The policy recommends disposal by donating to charitable organisations, community re-use and public auctions.

Printer and toner cartridges

Check with your printer consumables provider to see if they offer printer and toner cartridge recycling services.

Otherwise, printer and toner cartridges may be recycled at no cost through other programs. Servicing of regional locations will depend on whether there is a collection partner in the area.

Buying rules

Buying direct

Prices for this CUA are fixed so you can pick and buy the specified services from the contractors without calling quotes or tenders.

View the Price Schedule to obtain prices for the services you require. Where more than one contractor is appointed to a category, you can evaluate which contractor represents best value for money for your needs then contact the contractor to make your purchase.

You are encouraged to complete the Order Form to specify the services, collection frequency and contact person. You should send your completed Order Form directly to the contractor. If you are using a contractor for the first time, the Order Form will establish a new account.

Services outside of the Perth metropolitan region

Contractors may offer services through the CUA to adjoining areas of the Perth metropolitan region. Such services may only be offered provided that the prices charged by the contractor are not higher than the CUA prices offered for services in the Perth metropolitan region.

Where contractors are not prepared to offer services to sites outside of the Perth metropolitan region in accordance with the terms and conditions of the CUA, customers will normally undertake a competitive process to seek services.

You may seek quotes through the CUA from a contractor for a service if the service:

  • does not have a fixed price tendered CUA rate
  • is a variation from the standard CUA specifications to meet customer needs
  • is incidental to a standard CUA service being procured.

 

Other policy requirements

Buyers should be aware of the following requirements under the Western Australian Procurement Rules and Treasurer’s Instruction 820, and whether or not they are applicable to purchases from this CUA:

Buyers must prepare a procurement plan and submit it to the State Tenders Review Committee. No, when purchasing from this CUA.

Buyers must obtain approval from an authorised officer of the Department of Finance to purchase through an alternative arrangement to this CUA. Yes, for all values and delivery locations where the purchase of goods and / or services under the CUA are mandatory (WA Procurement Rule C2.2).
Please note that State agencies are not required to request advice or approval from the Department of Finance, regardless of value, to purchase from an ADE or an Aboriginal Business (WA Procurement Rule C2.2).
Request Development and Contract Formation
Buyers must prepare an evaluation report. No, when purchasing from this CUA.
Buyers must submit an evaluation report to the State Tender Review Committee. No, when purchasing from this CUA.
Buyers must publish details of their contract on Tenders WA.

Buyers must record the contract on the agency’s contract register, as instructed within the buying agency’s financial management manual. Yes, for all contracts  valued at $50,000 or more  (WA Procurement Rule F5), unless alternative arrangements have been approved under WA Procurement Rule F5(6).
Contract Management
Buyers must prepare a contract management plan. Contract management or project management plans must be developed for all Procurements with a Total Estimated Value of $5 million and above (WA Procurement Rule E1(1)), unless exempted under WA Procurement Rule E1(2).
Buyers must publish details of contract variations on Tenders WA. No, when purchasing from this CUA.
Buyers must seek advice from the Department of Finance on variations. No, State agencies do not need to seek advice from the Department of Finance on variations.

Exemption from using this CUA

Procurement Frameworks are responsible for processing and approving all requests from State agencies seeking exemption from using a mandatory CUA. Requests for an exemption are considered on a case-by-case basis, and a requesting agency must be able to demonstrate that a business need cannot be adequately met by the relevant CUA.

Exemption requests should be directed to the Assistant Director Procurement  Frameworks through an email to the contract manager in the first instance. Requests for exemption must be in writing via email and must provide sufficient explanation and background to enable the request to be considered. The requesting officer should be the Accountable Authority or delegate of the agency.

Sustainability

The Waste Avoidance and Resource Recovery Strategy 2030 sets out targets below, that apply to Government and Industry. To achieve these targets, agencies can:

  • Reduce waste - use the ‘Avoid’ concept when purchasing;
  • Recover waste - segregate waste into a resource; 
  • Protect form landfill - use the Disposable Guideline to identify other disposal methods; and
  • Action recycling by using the CUA.

    • Use food scraps, coffee grinds and flowers to create workplace-generated compost.
    • Separate goods into a comingled bin and use this CUA to source recycling services

  • Think of waste at the point of purchase:
    • Where appropriate, rather than purchase goods adopt sustainable outcomes-based procurement solutions.
    • Purchase items that are reusable, generate no waste, or are sustainable.

Payment by Purchasing Card

The government Purchasing Card offers a quick and convenient method of payment allowing many goods and services to be efficiently purchased.

Always remember to inform the contractor that you will be paying by government Purchasing Card, at the time of ordering the product or service, and ensure they clearly understand that they must send the tax invoice directly to you, the cardholder.

Making the most of this contract

COVID-19, update

Do not place tissues, kitchen towel or toilet paper in your recycling bin. Place used tissues, kitchen towel or toilet paper in the general waste bin. These materials were always considered to contaminate your recycling bin, and it's particularly important that people are aware of this in light of COVID-19.

  • Check out the sustainability section above on how you can avoid, recycle, recover waste, diver from landfill and provide an economic and environmental benefit for your agency.
  • When a category has more than one contractor, consider who best meets your needs at the best prices.
  • The optimal term for a customer contract is one year at a time (with the exception of compactor bins).
  • Check your invoices against the CUA price schedules to make sure you are charged the correct prices.
  • Visit the Waste Authority website – it features a number of toolkits to support behaviour change in relation to waste, including bin signage.
  • Always quote the CUA number when buying from this CUA.
  • Contractors must not impose a surcharge for payment by credit card.

After I buy

Active contract management pays off

  • Continually assess your waste volume and select the appropriate bin sizes and pick-up frequency. Don't forget to take into account prices for different bin sizes.
  • Check your invoices to ensure the correct price has been charged, before authorising payment as per the CUA Price Schedule.
  • Manage your contract term – keep an eye on your contract expiry date.
  • Test the market on a regular basis to see what the other contractors on the CUA are offering.
  • Monitor service level compliance.
  • Document any issues as they arise even if they are resolved. This will assist in ongoing contractor performance management.
