The Market Advisory Committee (MAC) is a committee of industry and consumer representatives convened under the Electricity System and Market (ESM) Rules to provide advice in relation to Rule Change Proposals, Procedure Change Proposals and the evolution of the ESM Rules.

Governance documents
The ESM Rules outline the functions and composition of the MAC, as well as the procedures for appointing new members. The ESM Rules require the Coordinator of Energy (Coordinator) to develop and publish a Constitution for the MAC.
Following the Coordinator’s Review of the MAC (the Review) under clause 2.2D.1(h) of the ESM Rules, the Coordinator completed a review of the MAC Constitution in consultation with the MAC in accordance with clause 2.3.3 of the ESM Rules.
Stakeholder consultation on the changes to the MAC Constitution closed on 22 December 2025. Submissions received and EPWA’s response to these are available below.
The Amending Rules to implement the outcomes of the Review were included in the Electricity System and Market Amendment (Tranche 9) Rules 2025 which were approved by the Minister for Energy on 19 December 2025 and a notice of their making was published in the Government Gazette on 23 December 2025.
The Constitution for the MAC has now been amended, as required under clause 2.3.3 of the ESM Rules, to reflect the changes to the ESM Rules following the MAC Review.

Market Advisory Committee Working Groups
The MAC may establish Working Groups, comprising representatives of Rule Participants and other interested stakeholders, to assist it in providing advice to the Coordinator of Energy, ERA and AEMO.
The following Working Groups are currently active:

Annual Market Advisory Committee Composition Reviews
Under clause 2.3.9 of the ESM Rules, the Coordinator must annually review the composition of the MAC and may remove and appoint members following the review.
The review process is outlined in the ESM Rules and the MAC Constitution, provided under the MAC Governance Documents section above.
- The MAC Composition is usually undertaken at the end of each year, however the MAC Composition review for 2025 was not undertaken due to the Review.
- Following the Review, both the Constitution and composition of the MAC (including the number and class of Market Participants) require amendment.
- All current MAC appointments expire on 1 February 2026.
- Nominations for all open positions on the MAC closed on 22 December 2025.
