The Perpetrator Response Framework is Western Australia’s first statewide framework for strengthening responses to people who use family and domestic violence. It provides a clear foundation for improving perpetrator accountability while prioritising the safety and wellbeing of victim-survivors.
The Framework outlines a shared approach to reducing, managing and containing the risks posed by perpetrators. It is underpinned by eight key principles, five critical foundations and six focus areas that guide policy, practice and service delivery across the system. It also provides the foundation for the Practice Standards for Perpetrator Intervention.
Recognising that perpetrators often engage with multiple services, the Framework promotes coordinated, evidence-based and culturally informed responses. It supports information sharing, risk assessment and ongoing risk management to ensure perpetrators remain visible, accountable and appropriately responded to.
Applicable across mainstream and specialist services including government agencies, community sector organisations and Aboriginal Community Controlled Organisations, the Framework establishes shared expectations for identifying, assessing and responding to perpetrators. By strengthening coordination and consistency across sectors, it aims to improve accountability and deliver safer outcomes for victim-survivors.
As a key action under the Strengthening Responses to Family and Domestic Violence: System Reform Plan 2024-2029, the Framework represents a significant step towards a more connected and effective family and domestic violence system.
